About this opportunity
The Colorado Department of Transportation (CDOT) is seeking qualified contractors to bid on a comprehensive construction project located in Sedgwick County, involving the development of a new Vehicle Storage Facility (VSF), Sand Shed, and Magnesium-Chloride (Mg-Cl) Containment Structure. The project will construct a 10,000 gross square foot pre-engineered metal building (PEMB) with nine storage bays for CDOT plow trucks, including two specialized wash bays with waterproofed finishes, an administration area, and concrete slab-on-grade flooring with a 20-foot concrete apron. Additionally, the project includes a 4,000 gross square foot PEMB Sand Shed and a 48'-0" x 34'-8" Mg-Cl containment structure designed to accommodate six 21,000-gallon liquid storage tanks. A mandatory pre-bid conference was held on February 18, 2025, with sealed bids due on March 4, 2025, by 2:00 PM through BidNet.com. Bidders must have completed at least two general contracting projects over $6,000,000 in the last three years and demonstrate bonding capability of up to $6,000,000. The final day for submitting questions is February 25, 2025, at noon, with all inquiries to be sent via email to Robert Wilson.
The procurement encourages participation from service-disabled veteran-owned small businesses and requires at least 80% of labor to be from Colorado residents for state public works projects. Projects estimated at $500,000 or more must comply with state prevailing wage requirements, and those at $1 million or more must adhere to state apprenticeship utilization standards. Contractors must provide a 5% bid bond and be prepared to execute the agreement, performance bond, labor and material payment bond, and submit insurance documentation within ten days of award. The project includes specific environmental compliance requirements under the Buy Clean Colorado Act, mandating maximum global warming potential limits for materials like asphalt, concrete, steel, and glass. The estimated contract cost is $6,000,000, with utilities to be provided by local entities including Peetz Farmers Co Op for propane and Highline Electric Association for electric power. The project timeline anticipates contract approval and Notice to Proceed on April 4, 2025, substantial completion by April 5, 2026, and final acceptance by May 18, 2026.
