About this file

This document is a Design/Bid/Build Scope of Work for the Colorado Department of Transportation (CDOT) for the Sedgwick 9+1-Bay Vehicle Storage Facility (VSF) and Sand Shed project located at 10841 Highway 59, Sedgwick, CO. The project involves constructing a 10,000 square foot pre-engineered metal building (PEMB) with nine vehicle storage bays (two being wash bays), an administration area, and associated infrastructure. The scope includes a 4,000 square foot PEMB Sand Shed and a 48'-0" x 34'-8" Magnesium-Chloride (Mg-Cl) containment structure to hold six 21,000-gallon liquid storage tanks. The project will develop an undeveloped site, with new utilities including a water well, septic system, electrical service from Highline Electric Association, and propane from Peetz Farmers Co Op.

The project has several notable technical and environmental requirements, including compliance with the Buy Clean Colorado Act, which mandates maximum global warming potential limits for specific materials like asphalt, concrete, steel, and glass. The contractor will be responsible for detailed documentation and environmental product declarations for materials used. The scope includes comprehensive infrastructure provisions such as electrical systems, lighting, life safety equipment, communication infrastructure, and specialized systems like a vehicle wash bay water recycling treatment system. Additional requirements include installing various specialized equipment like a waste oil collection system, pressure washer, air compressor, and meeting specific building performance standards for insulation, ventilation, and energy efficiency.

PROJECT DESCRIPTION:

Qualified contractors are invited to bid on the construction of a new 9+1-bay Vehicle Storage Facility (VSF), Sand Shed and Magnesium-Chloride (Mg-Cl) Containment Structure. The project site is located on undeveloped land in Sedgwick County.

The new VSF shall be a 10,000 gross square foot pre-engineered metal building (PEMB). The VSF will contain an administration area and nine 20’-0” x 50’-0” bays used to store CDOT plow trucks, two of which shall be wash bays with waterproofed finishes and fixtures. The flooring shall be concrete slab-on-grade with a 20-foot concrete apron at the overhead doors.

The project will also include a new 4,000 gross square foot PEMB Sand Shed with a 20-foot concrete apron at the overhead door side, and a 48’-0” x 34’-8” Mg-Cl containment structure which will hold six 21,000-gallon liquid storage tanks (tanks not in this contract).

There are no existing utilities on the site. Propane gas will be provided by Peetz Farmers Co Op. Electric power will be provided by Highline Electric Association. A new Water well will be drilled by CDOT under a separate contract. All piping from the well, underground storage tanks, pumps, fittings, connections and wiring required for the water system is included in this contract. For sanitary sewer, a new septic system and leach field will be installed as part of this contract. The vehicle washbays are served by an on-site water recycling system that collects the melting snow from the plow trucks through the trench drains in the bays and this water is diverted to a treatment system that is buried outside the building. The GC is responsible for purchasing and installing the concrete tanks and install the piping and conduit for this treatment system; the equipment and final connections to the equipment is by others.

SCOPE OF SERVICES:

The following documents will be available on Bidnet and summarized at a mandatory pre-bid meeting: Drawings and Specifications by the contracted Architect/Engineer Clark + Enersen and Septic System Designer 285 Engineering. Additionally, a geotechnical report prepared by the geotechnical engineer of record Terracon will be provided as part of the Specification.

The Scope of Work, Bid Drawings and Specification should all be referenced during bidding and any contradictory information should be brought to the attention of CDOT; misunderstanding of any of the Bid Drawings, Specification and/or Scope of Work will not be grounds for change orders after the bid question period.

The Contractor is responsible for obtaining (and paying for) Permits from the State Electrical Inspector and State Plumbing Inspector. By Statute, local building permits are not required. Code reviews (including framing and insulation) and one final code review inspection for each building shall be paid for by CDOT. Any additional code review inspections due to the original inspection not passing will be paid for by the Contractor.

The Contractor is responsible for responding to and satisfying code comments related to the metal building’s deferred submittal. The metal buildings may not be ordered by the Contractor until a Notice of Compliance is received for the metal buildings submittal from the State’s code consultant, AEC-West.

CDOT requires that the geotechnical engineer of record who provided the Geotechnical Report, Terracon, or any mutually agreeable certified geotechnical engineer, perform the independent excavation and compaction observation and all testing required, as specified. The Contractor is to contract, at its cost, with the geotechnical engineer of record for all testing, including sub-grade testing, concrete testing, and observation costs.

In order to better understand the requirements, contractors are encouraged to read the educational materials and do the training on the Buy Clean Colorado Act OSA Website: https://osa.colorado.gov/energy-environment/buy-clean-colorado-act.

99. The design team has determined that the following materials must comply with GWP limits under BCCA: Asphalt and Asphalt Mixtures, Cement and Concrete Mixtures, Glass, Reinforced Steel, Structural Steel.
