About this opportunity

The State of Delaware, Office of Management and Budget, Government Support Services is requesting sealed proposals for secure document and data destruction services under RFP GSS27608-DOC_DESTRUCT, with proposals due September 2, 2026 at 3:00 p.m. Local Time. This is a multiaward contract accessible to all State Agencies and available to School Districts, Political Subdivisions, Municipalities, Volunteer Fire Companies, and higher education entities receiving state funds, plus other entities identified under Delaware Code Chapter 69, Title 29, Section 6910. No single-source or set-aside restriction limits competition.

The scope covers three service categories: paper destruction via inside pick-up (five bin sizes from 36 to 95 gallons and a 48"×40"×40" container), paper destruction via bulk pick-up (per banker box or file box), and electronic destruction (cell phones, computers, flash drives, hard drives, monitors, magnetic tape). Digital and magnetic media destruction requires vendors to hold NAID AAA certification and maintain all necessary DNREC hazardous waste permits. Services must comply with State, Federal, NIST, and IRS requirements across all Delaware counties (New Castle, Kent, Sussex). Vendors may bid on one, two, or all three counties; statewide coverage is not required. Vendors must maintain a local 302 area code telephone number, toll-free 800 number, or accept collect calls.

The contract term runs January 1, 2027 through December 31, 2028, with optional three one-year renewal periods through negotiation and month-to-month extension for up to three months thereafter. Pricing is fixed through December 31, 2028, with no guaranteed minimum contract quantities or values. Evaluation uses a 150-point scale: vendor experience and capacity (20), technical approach and service model (20), certifications and compliance (20), key personnel and security controls (20), customer service and responsiveness (15), business references (15), and pricing competitiveness (40). Mandatory insurance includes workers' compensation, commercial general liability at $1 million per occurrence / $3 million aggregate, automotive liability at $1 million combined single limit, and medical / professional liability or product liability coverage. Written questions are due August 12, 2026 at 4:00 p.m., with answers posted by August 26. No bid or performance bond is required.
