Santa Rosa County is seeking a professional engineering firm to provide comprehensive program and project management services for the Septic to Sewer Conversion Program, which is funded through Deepwater Horizon Oil Spill Natural Resource Damage Assessment (NRDA) funds. The county will award a contract to one firm to manage the multi-jurisdictional project involving four water utility partners: Pace Water System, Gulf Breeze Regional Water System, Holley Navarre Water System, and the Town of Jay. The primary objective is to convert up to 900 residential septic tanks to central sewer systems, with specific targets including 352 residences in Pace Water System, 219 in Gulf Breeze Water System, 194 in Holley Navarre Water System, and 130 in the Town of Jay. The selected firm will be responsible for coordinating planning meetings, providing technical assistance, collecting supporting documents, ensuring grant compliance, and monitoring waterways before and after conversion. A pre-bid meeting is scheduled for August 21, 2025, at 9:00 a.m. at the Santa Rosa County Environmental Department. Proposals will be evaluated based on six criteria: letter of interest and company profile (5 points), qualifications of key personnel (10 points), approach to project understanding (30 points), firm familiarity with septic to sewer projects and grant requirements (30 points), similar project experience (20 points), and professional references (5 points).

The contract will have an initial two-year term with options to renew for up to three additional one-year periods. The total grant funding for the project is $21,711,330, with approximately $16 million allocated for engineering and construction to be sub-awarded to water utility partners, and a Program/Project Management Services budget not to exceed $2 million. There are no specific set-aside designations or restrictions on responding organizations mentioned in the documents. The contract requires the selected firm to have extensive experience in managing grant-funded projects, with specific insurance requirements including workers' compensation, commercial general liability (minimum $1M per occurrence), business auto liability, and professional liability ($1M per occurrence). Payment will be based on task orders, with invoices submitted upon work completion and subject to annual county commission appropriations. The contract is funded through a Department of Environmental Protection grant (Agreement #DH022) and includes provisions for termination, public records compliance, and non-discrimination. Performance and payment are contingent on fund availability, and there are no reimbursable expenses associated with the agreement.
