1.2. Background

The program is a multi-jurisdictional collaborative septic to sewer conversion program for up to 900 connections. The objective is to restore and protect water bodies throughout Santa Rosa County that are tributaries to the Pensacola Bay Watershed by reducing pollutants, nutrients and pathogens discharged into East

Bay, Escambia Bay and Pensacola Bay. Partners include Pace Water System, Gulf Breeze Water System, Holley

Navarre Water System, Town of Jay and the Pensacola and Perdido Bays Estuary Program. The expected timeline of program completion is within 60 months (5yrs). Grant funding for the project has been made available to Santa

Rosa County through Natural Resource and Damage Assessment (NRDA), as identified in Florida’s Funded Priority

List 3b which can be found on https://gulfspillrestoration.noaa.gov/media/document/fltigfinalrp3ea508july2024pdf. The award is administered by the Florida Department of Environmental Protection’s Deepwater Horizon Office. Grant funds, totaling approximately $16M, for engineering and construction will be sub-awarded to water utility program partners for identified project areas. The Program/Project Management Services budget shall not exceed $2M.

The selected firm will supplement the SRC Grants Department Office resources and partners, by providing highly qualified Program/Project Management as well as technical and professional personnel to perform the duties assigned under the terms of this agreement and as indicated in the FDEP Grant Agreement DH022 Septic to Sewer

Conversion program work plan Tasks 1 through 6. The firm shall minimize to the maximum extent possible the SRC

Grants Department Office’s need to apply its own resources to assignments authorized by the department.

However, continuous coordination and communication with the Grants Program Manager is mandatory.
