About this opportunity
The University of Texas Health Science Center at San Antonio is requesting proposals for comprehensive event security staffing for the San Antonio Breast Cancer Symposium (SABCS), a four-day event scheduled for December 8–11, 2026, at the Henry B. Gonzalez Convention Center, with proposals due June 22, 2026 at 3:00 PM Central Time. A VetHUB Subcontracting Plan is a material requirement; failure to submit results in disqualification.
Minimum qualifications include at least five years of experience providing large-scale event security for conferences with attendance exceeding 9,500 participants, current licensure and good standing with the Texas Department of Public Safety Private Security Bureau, demonstrated ability to coordinate with the San Antonio Police Department Off-Duty Unit, and experience developing security risk assessments for large-scale events. The symposium expects more than 10,000 international attendees with daily programming from 6:00 AM to 7:00 PM Central Time.
Required services encompass access control and credential verification, perimeter and door monitoring, emergency preparedness and incident response planning, deployment and management of staff communication systems, and coordination of on-site first aid and medical services. The proposer must demonstrate capacity to scale staffing and operations in response to increasing attendance, evolving risk conditions, and event complexity. The awarded contractor must continue services for up to four months post-contract expiration to facilitate transition to a successor contractor or in-house operations.
The University does not guarantee any specific amount of compensation, volume, minimum, or maximum amount of services. The contract term is three years with University options to renew for two additional one-year terms, totaling up to five years potential duration. Pricing must be submitted on an hourly rate basis with all costs including labor, equipment, materials, fees, overhead, profit, insurance, licenses, and incidentals; pricing must remain firm for 240 days following submittal. Reimbursable expenses are limited to reasonable meals, vehicle rental or mileage, coach airfare, and lodging, subject to Texas Comptroller travel rates and prior written approval.
Evaluation criteria are weighted: cost (15 points), reputation (25 points), quality of services (25 points), extent to which services meet University needs (20 points), past relationship with University (10 points), and exceptions to terms and conditions (5 points). Questions close June 10, 2026 at 3:00 PM CST. All submissions must be made electronically through the Euna procurement portal; paper, facsimile, telephone, and email submissions will not be accepted.
