About this file

This is a Request for Proposal (RFP) issued by the University of Texas Health Science Center at San Antonio (UTHSA) for comprehensive event security staffing services for the San Antonio Breast Cancer Symposium (SABCS). The RFP solicits qualified proposers to provide integrated security services including access control and credential verification, perimeter and door monitoring, emergency preparedness and incident response planning, staff communication systems deployment, and coordination of on-site first aid and medical services. The four-day symposium is scheduled for December 8–11, 2026, at the Henry B. Gonzalez Convention Center in San Antonio, with daily programming from 6:00 A.M. to 7:00 P.M. Central Time, and is expected to attract more than 10,000 international attendees. The RFP was issued on June 1, 2026, with a question deadline of June 10, 2026, and a proposal submittal deadline of 3:00 PM Central Time on June 22, 2026. The University reserves the right to conduct vendor presentations after the initial evaluation round and may award multiple contracts. The contract term is not explicitly stated, though the University indicates it may extend the agreement to other UT System institutions through group purchasing authority.

Proposers must meet minimum qualifications including at least five years of experience providing large-scale event security for conferences with attendance exceeding 9,500 participants, current licensure and good standing with the Texas Department of Public Safety Private Security Bureau, demonstrated ability to coordinate with the San Antonio Police Department Off-Duty Unit, and experience developing security risk assessments for large-scale events. Evaluation criteria are weighted as follows: cost (15 points), reputation (25 points), quality of services (25 points), extent to which services meet University needs (20 points), past relationship with University (10 points), and exceptions to terms and conditions (5 points). The RFP requires submission of a VetHUB Subcontracting Plan as a material requirement; failure to comply will result in rejection. Pricing must remain valid for 240 days following the submittal deadline. All submissions must be made electronically through the Euna procurement portal; the University will not accept paper, facsimile, telephone, or email submissions. No guaranteed volume is specified, and the awarded vendor must continue services for up to four months post-contract expiration to facilitate transition to a successor contractor or in-house operations.

1.1 Description of University

UT Health San Antonio, the academic health center of The University of Texas at San Antonio (UT San Antonio), is the primary driver of San Antonio’s $44.1 billion healthcare and biosciences sector, the city’s largest economic segment. It offers a comprehensive network of inpatient and outpatient care facilities staffed by medical, dental, nursing and allied health professionals who provide more than 2.5 million patient visits each year. As the academic health center of UT San Antonio, it is supported by six health professional schools. UT Health San Antonio plans continued growth over the next five years, adding more health-related jobs for the city and region.

1.2 Background and Special Circumstances

The San Antonio Breast Cancer Symposium (SABCS) is an annual international conference that delivers state-of-the-art scientific and clinical information on the biology, prevention, diagnosis, and treatment of breast cancer and premalignant breast disease. The Symposium serves academic and private-practice physicians, researchers, and healthcare professionals engaged in breast cancer care and research.

The 2026 SABCS will take place December 8–11 at the Henry B. González Convention Center in San Antonio, Texas. Daily programming is scheduled from 6:00 A.M. to 7:00 P.M. Central Time.

Recognized as the world’s largest breast cancer research meeting, SABCS attracts more than 10,000 attendees from over 100 countries and features approximately 2,000 abstracts presented over four days. Since 2004, a partnership between UTHealth San Antonio and the American Association for Cancer Research (AACR) has supported the Symposium’s evolution into a global forum integrating basic, translational, and clinical research.

The scientific program includes plenary lectures, concurrent sessions, abstract presentations, panel discussions, and case-based educational sessions led by internationally recognized experts.

The University seeks a qualified Proposer to deliver comprehensive, integrated event security services for SABCS. At a minimum, required services include access control and credential verification; perimeter and door monitoring; emergency preparedness and incident response planning; deployment and management of staff communication systems; and coordination and oversight of on-site first aid and medical services. The Proposer must demonstrate the ability to scale staffing and operations in response to increasing attendance, evolving risk conditions, and event complexity.

No Guarantee of Volume. UTHSA does not solicit or guarantee any specific amount of compensation, volume, minimum, or maximum amount of Services under this RFP or any contract or agreement resulting from this RFP.

Multi-Award. UTHSA reserves the right to multi-award this RFP.

1.3 Objective of Request for Proposal

The University is soliciting proposals in response to this Request for Proposal RFP 745-26-P40, from qualified proposers to provide operational guidance services (the “Services”) for SABCS Temporary Security Staffing Services are more defined in Section 5 (Scope of Work) of this RFP.

1.4 Group Purchase Authority

Texas law authorizes institutions of higher education (defined by §61.003, Education Code) to use the group purchasing procurement method (ref. §§51.9335, 73.115, and 74.008, Education Code). Additional Texas institutions of higher education may therefore elect to enter into a contract with the successful Proposer under this RFP. In particular, Proposer should note that University is part of The University of Texas System (UT System), which is comprised of fourteen institutions described at http://www.utsystem.edu/institutions. UT System institutions routinely evaluate whether a contract resulting from a procurement conducted by one of the institutions might be suitable for use by another, and if so, this RFP could give rise to additional purchase volumes. As a result, in submitting its proposal, Proposer should consider proposing a pricing model and other commercial terms that take into account the higher volumes and other expanded opportunities that could result from the eventual inclusion of other institutions in the purchase contemplated by this RFP. Any purchases made by other institutions based on this RFP will be the sole responsibility of those institutions.

1.5 Transition Plan

As a government entity, UTHSA is obligated by statute to re-solicit, or to leverage eligible Group Purchasing Organization contracts, to continue this service upon expiration or termination of this agreement. Awarded Proposer agrees that if the Signed Agreement expires or is terminated for any reason, then, at University’s option, Awarded Proposer will continue to perform the SABCS Temporary Security Staffing in accordance with the terms and conditions of the Signed Agreement until University contracts with a new qualified and experienced contractor(s) to perform the SABCS Temporary Security Staffing or is able to perform the SABCS Temporary Security Staffing in-house; provided, that, Awarded Proposer will not be required to continue performing the SABCS Temporary Security Staffing for more than four (4) months after expiration or termination of the Signed Agreement.

Awarded Proposer agrees to cooperate with, and assist, University’s efforts to transition to another contractor(s) or to perform the SABCS Temporary Security Staffing in-house.

1.6 Public Information

All information, documentation, and other materials submitted in response to this solicitation are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public Information Act (Texas Government Code, Chapter 552.001, et seq.) after the solicitation is completed.

Proposer acknowledges that, if selected by University, its obligation to make a good faith effort to utilize VetHUBs when subcontracting any Work will continue throughout the term of all agreements and contractual arrangements resulting from this RFP.
