The scope includes removal of two existing 36-inch storm pipes and installation of a 10-foot by 4-foot by 30-foot precast concrete box culvert with associated earthwork, site preparation, riprap installation, asphalt paving within 20 feet on either side of the culvert's outside edge, guide rail systems per PennDOT standards, and Jersey barriers. The contractor is responsible for survey and site staking, spoil removal, and laydown site facilitation; the township handles road shutdown and signage; the engineer handles permits, inspections, testing, and utility costs. CAD files will be provided to the selected contractor but are unavailable to bidders. Paving is intended for completion in the current calendar year, with spring 2027 acceptable if fabrication or weather delays occur without penalty.

Bids are submitted on a lump sum basis; contractors must calculate their own excavation and backfill quantities. Bid security of 10 percent of the maximum bid price is required in the form of a bid bond. Substantial completion is required within 210 calendar days of contract commencement, with final completion within 240 calendar days; liquidated damages are $200 per day for delays beyond the substantial completion date. All bids remain valid for 60 days following opening. Bidders must submit qualifications statements, non-collusion affidavits, equal opportunity certifications, evidence of Pennsylvania business authorization and contractor licensing, and lists of proposed subcontractors and suppliers. Pennsylvania prevailing wage rates apply. The project is financed by a grant from the Commonwealth of Pennsylvania Department of Community and Economic Development. Addendum No. 1 issued September 15, 2026 clarified jersey barrier specifications, guide rail alternatives, and survey responsibilities; Addendum No. 2 issued September 15, 2026 addressed jersey barrier purchase options and paving timing. Nine contractors submitted bids ranging from $229,330 to $467,417; the low bidder is Mid-State Paving, LLC at $229,330.
