About this file
This is Addendum No. 2 to the bidding documents for the Rye Township Heisley Road Culvert Replacement project, issued by JHA Companies on September 15, 2026. The project involves removing two existing 36-inch storm pipes and replacing them with a 10-foot by 4-foot by 30-foot precast concrete box culvert, along with associated site preparation, road restoration, riprap installation, subbase and blacktop paving, guide rail systems, and Jersey barriers. The scope of work is provided on a lump sum bid basis, requiring contractors to calculate quantities independently. Electronic bid submission through the PennBid website is mandatory, with bids due by September 18, 2026 at 11:00 AM. Bids will be opened that same day and presented to the Rye Township Board on September 22, 2026 at 7:00 PM for consideration. A pre-bid conference was held on September 10, 2026 at the Rye Township Building. The contractor is responsible for its own survey and site staking, though JHA Companies will provide a stakeout plan for a fee. Paving is intended to be completed in the current year; however, if fabrication or weather delays occur, final paving may be completed in spring 2027 without penalty.
Key clarifications in this addendum address Jersey barrier specifications (32 inches tall by 24 inches wide or 3 feet 9 inches tall by 24 inches wide standard size), which may be purchased used if in good condition and do not require connection to the box culvert per Detail 5 on Sheet S-2.0. The Township will shut down the road and provide signage during construction. The contractor bears responsibility for spoil removal at its own cost, laydown site facilitation, and is not responsible for permits, box inspections, testing, or utility costs. Asphalt pavement restoration details are provided under Detail 8 on Sheet C-2.01 of the specifications. CAD files are unavailable for distribution to bidders but will be provided to the selected contractor for construction staking purposes. The project is financed by a grant from the Commonwealth of Pennsylvania Department of Community and Economic Development, and Rye Township reserves the right to reject any or all bids.

D. CONTRACTOR QUESTIONS FROM PRE-BID MEETING
3. Can paving be completed next spring if the concrete box culvert delays the project past the time that they shut down the paving company for the winter?
The project is intended to have sufficient time to pave during the current year and not need an extension on the paving timeframe. Every effort will be made by the engineer in the form of fabrication drawing review to ensure efficient turnaround time for the box culvert fabrication. If necessary due to fabrication or weather delays, the final paving can be completed in the spring of 2027.

4. Can you provide a detail for the Jersey Barrier to the culvert?
It has been decided that the Jersey Barrier does not need to be connected to the box culvert as it is blocked in by the headwall and the blacktop. Therefore, please use detail 5 on sheet S-2.0 for clarity as to the geometric size of the barrier and also the placement of the barrier.
