About this file
This is Addendum No. 1 to the bidding documents for the Rye Township Heisley Road Culvert Replacement project, issued by JHA Companies on September 15, 2026. The project involves removing two existing 36-inch storm pipes and installing a 10-foot by 4-foot by 30-foot precast concrete box culvert with associated work including site preparation, riprap installation, roadway paving within 20 feet on either side of the culvert's outside edge, and a guide rail system. All bids must be submitted electronically through the PennBid website by September 18, 2026, at 11:00 AM, with bid opening and presentation to the Board occurring on September 22, 2026, at 7:00 PM. A pre-bid conference was held on September 10, 2026. The project is a lump sum bid, requiring contractors to calculate their own quantities for excavation and backfill. Key clarifications in this addendum address Jersey barrier specifications (3 feet 9 inches tall by 24 inches wide, placed inside precast headwalls and connected with post-installed anchors), acceptable alternative guide rail systems per PennDOT standards, culvert joint connection requirements, and geotextile requirements under the 2A subbase. The contractor is responsible for survey and layout, spoil removal, and laydown site facilitation, while the township handles road shutdown and signage, and the engineer handles permits, box inspections, testing, and utility costs.
This project is financed by a grant from the Commonwealth of Pennsylvania Department of Community and Economic Development and is subject to Pennsylvania nondiscrimination and sexual harassment requirements. All requested documentation must be submitted by bidders prior to bid opening, not only upon winning. Paving is intended to be completed during the current year, though spring 2027 completion is acceptable if fabrication or weather delays occur. CAD files are unavailable for bidders but will be provided to the selected contractor for construction staking. Rye Township reserves the right to reject any or all bids and to waive any defects or irregularities deemed in its best interest.

Heisley Road Culvert Replacement Addendum No. 1, 9/15/2026
ADDENDUM No. 1
FOR
Rye Township
September 15, 2026
A. SCOPE
1. This Addendum No. 1 consists of pages 1 through 5, referenced attachments, and includes information regarding the Bidding Documents.
2. The following revisions, interpretations, and/or supplementations pertaining to the Bidding Documents for the Project are addressed by Addendum No. 1.
B. GENERAL
1. All bids must be submitted electronically through the PennBid website.
2. Bid documents may only be reviewed electronically via the PennBid website.
3. The Pre-Bid Conference sign in sheet is attached.
C. CONTRACTOR QUESTIONS FROM PENNBID
1. Could a nested w-beam guiderail arrangement, spanning over the culvert, be used in lieu of the precast barrier attached to the top of the culvert?
A nested approach would require a longer approach guardrail setup. Based on the site, it does not fit that site for the longer approach. A nested approach will not be allowed in this situation.
2. Non-Discrimination Form - The second half of the signature section of the non-discrimination form reads as if we are in a contract. Do we need to fill out the whole form or only sign on the accepted line at the top of the form since this is only the bidding phase?
The second half of the signature section of the non-discrimination form should actually say "meet" instead of "met". This will be fixed on Addendum No. 1
3. What standard does the "Jersey Barrier" have to meet? It doesn't appear to match up with any current PADOT shapes.
It is intended that a 32” tall x 24” wide base standard size Jersey barrier be used.
4. Can the Jersey Barriers be purchased used if in good condition?
Yes, the jersey barriers can be purchased used if in good condition..
5. Is there a traffic control plan?
It was intended that the road would be shut down by the township (their own signage) during construction.
6. Who's responsible for survey and lay out?
JHA Companies will provide a stakeout plan but the contractor is responsible for their own survey. We can provide that for a fee.
7. Can a asphalt pavement restoration detail be provided?
An asphalt pavement restoration detail can be provided.
8. Is post tensioning (or other joint connection methods) of the culvert required?
Post tensioning is not required. The culvert sections should be pulled together tightly according to the manufacturer instructions prior to backfilling.
9. Please see below from a pre-cast manufacturer. Is this requirement being enforced for this project? In the precast section of the specs, 1.7 Quality Control B. Quality- Control Program: Manufacture units in a plant maintaining a documented quality-control program complying with PCI MNL-116 or an equivalent program acceptable to Engineer.
The above requirement is being enforced.
10. When can we reasonably expect an answer to the posted question about joint connections?
Please see response to Question #8.
11. Will Addendum No. 1 address the Jersey barriers? Specifically, is there a detail or specification showing how the barriers are to be connected to the box culvert, or are they intended to sit on top of the culvert and held in place between the precast curb and pavement? Alternatively, could structure-mounted guiderail be attached to taller headwalls per PennDOT box culvert standards, BD-632M, instead of the Jersey barriers?
It was intended that the Jersey Barriers sit inside of the precast headwalls as shown on Detail 5, S-2.0. The Jersey barriers would be connected at the ends to the existing W-rail and then connected to the Concrete box culvert via post installed anchors with Hilti Hit RE 500 or approved equal/ anchor bolts. The installation would need to be done according to the manufacturers requirements for the hole spacing. It is acceptable to use BD-632 and a structure mounted guide rail if desired. The intent of the Jersey Barrier option was to allow for a less expensive version of providing a culvert barrier.
12. Can you clarify if the contractor is responsible for any permits? box inspections, testing, or utility costs?
The Contractor is not responsible for any permits? box inspections, testing, or utility costs.
13. Can a scope of work be provided, as far as all work that needs to be completed since this is labeled a lump sum bid?
The scope of work is to remove the existing cross culverts, prepare the site for installation of the concrete box culvert, install the concrete box culvert and associated riprap. Install the road and blacktop and guide rail system.
14. Can this bid be pushed back to a later date?
The bid cannot be pushed back to a later date.
15. Page 180 of the specs states about the project being Tax Exempt. Please confirm if this information is accurate. Thanks.
See Article 21 – Sales and Use Taxes on Sheet 19 of 332 in the Specifications.
16. What size barrier is required? Plans state 3'-9" x 24". The one response is 32" tall by 24" please confirm correct size. Thanks.
Use the 3’-9”x 24” as stated in the plans.
17. Do these documents need filled out and submitted from every proposed contractor prior to the bid letting or only to be submitted in the event if the bidder is the low bidder?
All requested documents are required.
18. Is geotextile required under the 2A Subbase on the roadway?
No.
D. CONTRACTOR QUESTIONS FROM PRE-BID MEETING
1. What are the paving limits for the project?
20 ft on either side of the outside edge of the culvert.
2. Can the project be moved back due to the engineer being unable to attend in person?
The questions asked during the meeting (phone call) are intended to have been answered in this response and the additional RFI responses. The bid date will stay the same.
3. Can paving be completed next spring if the concrete box culvert delays the project past the time that they shut down the paving company for the winter?
The project is intended to have sufficient time to pave during the current year and not need an extension on the paving timeframe. Every effort will be made by the engineer in the form of fabrication drawing review to ensure efficient turnaround time for the box culvert fabrication. If necessary due to fabrication or weather delays, the final paving can be completed in the spring of 2027.
4. Can you provide a detail for the Jersey Barrier to the culvert?
It has been decided that the Jersey Barrier does not need to be connected to the box culvert as it is blocked in by the headwall and the blacktop. Therefore, please use detail 5 on sheet S-2.0 for clarity as to the geometric size of the barrier and also the placement of the barrier.
5. Can you look into a laydown site or is that on the contractor?
There is a former parking area nearby, on Heisley Road, that in recent past has been allowed by the owner for parking of township vehicles. It is up to the contractor to facilitate the use of the space for laydown.
6. Does the township have a spoil site or does it need to be taken off site?
Any leftover spoil from the site will need to be removed from the site by the contractor at his cost.
7. What are the dates for the bid and the opening of bids.
The bids will need to be in by Sept 18, 2026, and revealed that day. They will be presented to the Board on September 22, 2026, at 7:00 pm at their regularly scheduled meeting where they may take action on the plans.
8. It was asked if the township would handle the road shutdown or if the contractor would need to care of that.
The township will be responsible to shut the road down and provide the necessary signage.
9. Provide the quantities of excavation and backfill.
The bid is a lump sum bid and it is the responsibility of the contractor bidding to provide the amounts and total price for the cost of the project.
10. Can we provide the CAD file so that they can verify the quantities?
The CAD files are unavailable for distribution at this time. The CAD files will be provided to the selected contractor for construction staking purposes.
Bidders are required to acknowledge receipt of this Addendum No. 1 on page 2 of the Bid Form.
