About this opportunity
The West Virginia Department of Transportation, Division of Highways is requesting quotes on an open-end master agreement for rough cut lumber to supply District 5 under ARFQ DOT2700000015, with bids due September 22, 2026 at 10:30 a.m. EST. Technical questions were due September 16, 2026.
The scope comprises sixteen line items: rough oak lumber in multiple dimensions (2" × 8" × 10', 2" × 8" × 16', 3" × 8" × 10', 6" × 6" × 24', and 6" × 6" × 30'), oak side boards, 4 × 4 rough cut oak at 8-foot industry standard lengths, poplar stakes (3/4" × 1½" × 3'), oak survey stakes (1" × 1" × 3'), pine bridge timbers (4" × 4" × 12'), oak deck boards (2" × 6" × 12.5' and 2" × 8" × 12.5'), oak cribbing blocks in multiple dimensions, and a delivery fee line item. Quantities per line item range from 25 to 100 units. All rough cut lumber must be slightly larger than requested dimensions—1/8" to 1/4" longer and 1/16" to 1/8" thicker—to allow for shrinkage and must be sound wood free from major decay and excessive wane.
The contract term is one year from award with renewal options for successive one-year periods upon mutual written consent. Deliveries are to 2120 NW Turnpike, Burlington, West Virginia, with standard delivery required within five working days of order receipt on an F.O.B. destination basis. Vendors must include standard delivery costs in item pricing; Line 16 is reserved for non-standard delivery charges only.
Award will go to the lowest responsible bidder. Vendors must be registered with the West Virginia State Purchasing Division and compliant with state Secretary of State, Tax Department, Workers' Compensation, and Unemployment Insurance requirements prior to award. Bids may be submitted via wvOASIS, hand delivery, mail, or facsimile to 304-558-0047. Vendors must acknowledge receipt of Addendum 01 (issued September 16) and Addendum 02 (issued September 18) and submit acknowledgment forms with bids to avoid disqualification.
