About this opportunity

The State of California has issued a Request for Statement of Qualifications (RFSQ) for Psychiatric and Psychological Services, seeking vendors to provide specialized medical and mental health professional services. The procurement is specifically targeting qualified healthcare professionals who can meet stringent mandatory qualifications for both psychiatric and psychological service providers. For psychiatric services, vendors must have graduated from an accredited medical school, completed an accredited psychiatric residency program, obtained board certification from the American Board of Psychiatry and Neurology, and possess at least one year of relevant experience, with documentation including diplomas and references required. Similarly, for psychological services, vendors must hold a doctorate in psychology or a related field from an accredited institution, with degrees evaluated by recognized academic credential agencies. The RFSQ was posted on March 7, 2012, with a surprisingly distant due date of January 16, 3025, which may indicate a potential typographical error in the original document. Vendors must submit a comprehensive Statement of Qualifications (SOQ) demonstrating their ability to meet the detailed requirements outlined in Appendices B1 and B2 of the solicitation.

While the document does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, it does establish rigorous professional qualifications that will inherently limit the pool of potential vendors. The solicitation appears to be open to individual practitioners and potentially professional services firms that can demonstrate the required clinical credentials and experience. No specific incumbent vendors or current contractors are mentioned in the available documentation, nor are precise award values or budget ranges disclosed. The procurement seems focused on establishing a qualified vendor pool for ongoing psychiatric and psychological service needs, suggesting this may be a multi-year or master services agreement rather than a single, fixed-term contract. The comprehensive qualification requirements indicate the state is seeking highly credentialed, experienced mental health professionals capable of providing specialized clinical services across potentially multiple state agencies or programs.
