About this opportunity

The Indiana Department of Administration is soliciting proposals for hospice services at the Indiana Veterans' Home in Marion County under RFS 26-87982, with proposals due August 21, 2026 at 3:00 PM Eastern Time and a pre-proposal conference date specified in Section 1.24 of the main document. The State intends to contract with one or more respondents. A Buy Indiana Initiative preference of five points applies to qualified Indiana companies; IVOSB subcontractor commitment or rationale for declining such partnerships is required in all proposals.

The scope encompasses comprehensive hospice services including nursing care under registered nurse supervision, medical social services, physician services, bereavement/dietary/spiritual counseling, physical/respiratory/occupational/speech therapy, home health aide services, medical supplies, drugs, biologicals, and medical appliances. The hospice provider maintains sole authority for patient admission, assessment, discharge, and professional management under Medicare Conditions of Participation. A registered nurse must be available 24/7 for consultation and care coordination. Respondents must address admissions processes, patient assessment and record maintenance, professional management, communication protocols with facility IDT members, and orientation and training for facility personnel. Place of performance is the Indiana Veterans' Home in West Lafayette, Indiana.

The contract term is five years from execution with a possible one-year renewal option at the State's option, for a total of six years. Payment is structured by service level: routine services at 100 percent of Medicaid daily reimbursement rate for room and board; General Inpatient Level at $659.01 per day (2024 Medicaid Settlement Rate, adjusted annually); and Respite Level at $700.17 per day (effective July 1, 2026, adjusted annually). Respondents must comply with HIPAA as Business Associates, implement administrative/physical/technical safeguards, and report security incidents monthly (unsuccessful attempts) and within two hours by phone and 24 hours electronically (successful breaches).

Questions are due August 4, 2026 at 3:00 PM Eastern Time; responses will be posted by August 11. Reference site visits to respondents' support centers may be requested. Award recommendation is anticipated by September 30, 2026. Evaluation uses a 55-point scale: 50 points for Management Assessment/Quality and 5 points for Buy Indiana qualification, with a three-step process verifying mandatory compliance, creating a short list based on quality scores, and evaluating finalists against all criteria. All respondents must register with the Indiana Secretary of State upon award.
