About this opportunity

The Unified Government of Athens-Clarke County is soliciting qualifications for Planning and Environmental Services on a five-year Master Agreement task order contract for Athens-Ben Epps Airport, with proposals due October 5, 2026 and a mandatory pre-proposal conference on September 10. Consultants must be currently pre-qualified by the Georgia Department of Transportation in Area Class No. 1.08 Planning & Environmental and Area Class No. 2.09 Aviation — a gatekeeping eligibility requirement. An 8.94% Disadvantaged Business Enterprise (DBE) participation goal applies to federally funded projects exceeding $250,000, with DBE firms certified through the Georgia Uniform Certification Program.

The scope includes airport system and master planning, noise compatibility planning, environmental assessments, aviation forecasts, facility requirements determination, airport layout and terminal area plan development, compatible land-use planning, financial planning, benefit-cost analysis, and participation in public information programs. Deliverables will be negotiated through individual task orders following consultant selection.

Consultants must maintain comprehensive insurance: workers compensation at statutory limits, commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million, professional liability of $1 million, and umbrella liability of $2 million, with the Unified Government named as additional insured. E-Verify compliance under O.C.G.A. 13-10-91 is required.

Cost is not a selection criterion; pricing will be negotiated post-award. Evaluation emphasizes capability to perform airport planning and environmental services, years of relevant experience, professional integrity, key personnel qualifications, schedule adherence, office independence, geographic familiarity, outside consultant qualifications, and DBE program implementation. Questions are due September 18 at 4:00 p.m. ET. Electronic submission through OpenGov Procurement is required.
