About this opportunity

The City of Minneapolis is requesting proposals for the implementation of a comprehensive Computerized Maintenance Management System (CMMS) for the Minneapolis Convention Center, with proposals due November 3, 2026 at 2:00 PM Minneapolis Time. Questions must be submitted by October 20, 2026. No set-asides or local-vendor preferences are specified.

The scope encompasses a modern, scalable CMMS platform addressing preventive and corrective maintenance management, asset tracking, work order management, inventory control, reporting and analytics, and mobile functionality. Attachment C establishes detailed cloud technical capability requirements: web-based accessibility across multiple browsers, OWASP top 10 compliance, SAML authentication, data classification and masking, encryption at rest and in transmission, data residency within the continental United States, vulnerability remediation within two business days for zero-day and 30 business days for critical/high vulnerabilities, 99.9% uptime availability, 24-hour recovery point objectives and 4-hour recovery time objectives for disaster recovery, 12-month audit logging retention, and Section 508/WCAG 2.1 AA accessibility. The system must not transmit city data to general-purpose AI models.

The City intends to award a single contract for an initial three-year term with optional annual extensions at the City's sole discretion for two additional years, not to exceed five years total. A standard professional services contract template references a $175,000 limit, though no maximum contract value is stated in the RFP invitation. The estimated consultant selection date is December 1, 2026, with service start January 1, 2027.

Evaluation criteria include proposal quality and clarity, staff qualifications and experience, alignment with department objectives, proposed costs, functionality and core capabilities, ease of use and user experience, technical performance and security, and training and support services. Proposals must include an executive summary, detailed scope of services, experience and capacity documentation, project references, cost and fee structure with annual breakdowns, company financial information, and completed Proposal Form with Attachment C. All submissions are electronic through eSupplier Portal; late proposals will not be accepted. The contract manager is Jake Sill at the Minneapolis Convention Center. Addendum #1 (issued October 13, 2026) added mandatory Cloud Technical Capabilities documentation (Attachment C, item #7) to the proposal format requirements.
