About this opportunity

The City of Minneapolis is requesting proposals for medical director services to the Minneapolis School Based Clinics program, with proposals due August 10, 2026 at 2:00 PM CDT and pre-application questions due July 24, 2026.

The consultant will provide clinical leadership, staff development, and consultation on clinic operations, grant planning, quality assurance, and clinical protocols across nine Minneapolis public schools—eight high schools and one alternative school serving pregnant and parenting teens. The MSBCs deliver integrated physical health, sexual health, mental health, health education, and nutrition services to adolescents. Eligible applicants include universities, non-profit organizations, neighborhood organizations, cultural organizations, businesses, places of worship, and individuals.

The estimated contract value is $22,000 annually, compensated at $151 per hour for medical director services not to exceed two to four hours per week. The initial contract term runs September 18, 2026 through September 18, 2029, with the option to extend for up to two additional years at the City's discretion, contingent on funding availability and satisfactory performance. The consultant must maintain monthly invoices detailing dates of service and total hours worked. Funding will be through federal or state grant funds, requiring compliance with applicable federal non-discrimination, data practices, and accountability requirements.

Proposals will be evaluated on consultant qualifications and overview (40 points), medical practices and experience with multidisciplinary teams and adolescent care (60 points), and quality, thoroughness, and clarity of the proposal. The evaluation team will consist of City staff and may request clarifications, interviews, or presentations. Estimated consultant selection is scheduled for August 24, 2026. Proposals must be submitted electronically through the City's eSupplier Portal as a single PDF with a completed cover sheet, project narrative not exceeding three pages, and company financial information. The City reserves the right to terminate any supplier's portal access at any time. All agreements are governed by Minnesota state law, including the Uniform Municipal Contracting Law and the Minnesota Government Data Practices Act.
