About this opportunity
The City of Minneapolis is requesting proposals for qualified security services contractors to provide public safety services within the Uptown Special Service District pilot program, with proposals due August 10, 2026, at 12:00 p.m. and a pre-proposal virtual meeting on July 28 at 2:00 p.m.
The scope includes patrolling and monitoring sidewalks in public right-of-way, business engagement, wellness checks, safety escorts, and coordination with law enforcement and outreach providers. The preliminary patrol schedule calls for two officers deployed daily Sunday through Wednesday from 10:00 a.m. to 6:00 p.m., and six officers in three teams Thursday through Saturday from 6:00 p.m. to 3:00 a.m. All security officers must be licensed by the State of Minnesota Board of Private Detectives and Protective Agent Services and must complete mandatory training in de-escalation, trauma-informed care, first aid and CPR, implicit bias and cultural competency, body-worn camera protocols, and homeless outreach referral procedures. The contractor must equip all officers with body-worn cameras, maintain comprehensive daily activity logs and weekly performance reports, and designate a primary point of contact for weekly status meetings with City representatives. Failure to submit timely and complete reports may result in delayed or withheld payment and may constitute breach of contract.
The maximum contract value is $175,000, funded through service charges imposed on eligible properties within the Uptown Special Service District. The contract term begins upon execution with services commencing in September 2026 and continuing until the maximum contract value is reached. Proposals must include detailed cost breakdowns by employee classification, hourly billing rates, direct costs, payment schedules, and a sample month of charges based on the preliminary patrol coverage schedule. Written questions are due July 31 at 4:00 p.m. Applicant selection is estimated for August 17, 2026, with service commencement targeted for September 8. Proposals must be submitted through the City's eSupplier Portal. Aksana Belik is the primary contact at 612/673-2177 or Aksana.Belik@minneapolismn.gov.
