Attachment A Scope of Services

Purpose of Agreement

The Contractor agrees to provide security services within the public right-of-way within the boundaries of the Uptown Special Service District (SSD) in Minneapolis, as described in Attachment C. These services shall be designed to promote public safety, deter criminal activity, and provide a visible presence within the district.

The primary goals of the Uptown SSD Security Services Program are:

• To increase safety and livability of the Uptown commercial district by providing a consistent and visible presence of trained security professionals.

• To actively change public perception of Uptown as a high-crime area by improving both security coverage and community relationships.

• To establish a collaborative security network in the district by serving as a liaison and operational bridge between business owners, private security entities, City and County law enforcement agencies, and public and nonprofit outreach organizations.

• To strengthen community trust and deter criminal activity through proactive engagement with stakeholders, emphasizing daily check-ins with business operators and public-facing visibility.

• To reduce street-level disorder and support positive social outcomes by coordinating with homeless outreach teams, social service providers, and public health personnel.

• To fill the current gap in public realm security services by consistently monitoring activity in public spaces and ensuring rapid, professional response to emerging issues.

These goals support the broader objective of making Uptown a vibrant, welcoming, and secure destination for customers, businesses, visitors, and residents alike.

Scope of Services

The Contractor shall provide the following security services within the Uptown Special Service District:

A. Patrol Services

The Contractor shall deploy dedicated teams of fully trained and licensed security officers to perform regular and visible patrols throughout the SSD. Patrols shall be scheduled as directed by the City to provide maximum presence during peak hours of activity, including evenings, weekends, and during special events. A preliminary service coverage schedule has been included below. Patrols shall be conducted on foot and may be deployed using approved modes of transportation, including but not limited to bicycles, Segways, golf carts, or other that enable rapid response and wide-area coverage.

Officers are expected to actively monitor for suspicious behavior, safety hazards, property damage, and public disturbances, documenting all observations and actions taken in detailed daily reports submitted to the City.

Preliminary Patrol Service Coverage Schedule:

1. Every Sunday, Monday, Tuesday, Wednesday: 10:00AM to 6:00PM - Two (2) security officers on patrol deployed as one patrol team. Patrol area shall be entire SSD.

2. Every Thursday, Friday, Saturday: 6:00PM to 3:00AM - Six (6) security officers on patrol deployed in three patrol teams. Each patrol team shall be deployed in a geographically separate service area within the SSD. Service areas shall not overlap.

B. Check-Ins with Local Businesses

Security officers shall engage in proactive and regular outreach with local businesses, commercial tenants, and property managers within the SSD. This will involve in-person visits to individual businesses during patrols, during which officers shall inquire about recent concerns, share relevant safety updates, and record any emerging issues. Officers are expected to maintain a professional and approachable demeanor, fostering trust and open lines of communication with business stakeholders. Documentation of all check-ins, including time, location, and key concerns discussed, will be submitted in daily summary reports. Officers will also serve as liaisons for incident reporting and can assist business owners in navigating communication with law enforcement or city services when necessary.

C. Wellness Checks

Security officers shall provide wellness check services for individuals encountered in public spaces who may require assistance due to medical, behavioral health, substance-related, or environmental concerns. Officers shall respond to requests generated via non-emergency lines, City referrals, or field observation, using a non-enforcement, trauma-informed approach to assess the individual's physical health, mental health, cognitive orientation, and immediate safety needs. Based on this assessment, officers shall attempt to connect individuals to appropriate resources (e.g. emergency medical services, shelter, behavioral health crisis care, or substance use treatment). All encounters shall be documented in accordance with applicable privacy laws, with repeat contacts tracked to support longer-term care coordination in partnership with the City’s other public safety and social service programs.

D. Safety Escorts

Security officers shall provide safety escort services for members of the public who request accompaniment by a security officer while traveling between locations within the SSD. Personnel shall respond to escort requests generated by phone, mobile application, or in-person contact, and shall accompany the requestor on foot, from the point of origin to the requested destination within the SSD. Escorts shall not extend beyond the boundaries of the SSD. Officers shall maintain a visible, professional presence, remain attentive to the surrounding environment, and be prepared to de-escalate or report any safety concerns encountered en route, coordinating with law enforcement or emergency services if a threat or incident arises. All escort requests shall be logged, including origin, destination, time, and officer identification, to support service tracking and accountability, with the goal of enhancing individuals' sense of safety and reducing vulnerability while moving through public spaces.

E. Cooperation with Other Security Providers

Security officers shall identify and work cooperatively with other private security firms and personnel operating within the SSD. This includes establishing lines of communication, sharing non-confidential safety information and communicating patrol schedules. The goal of this collaboration is to create a unified, district-wide security presence that enhances situational awareness and rapid response capabilities.

F. Cooperation with Local Law Enforcement

Security officers shall maintain a cooperative and communicative relationship with the Minneapolis Police Department and other relevant public safety agencies. Officers shall promptly relay information about observed or reported criminal activity, behavioral health crises, or other public safety threats.

G. Support of Homeless Outreach Teams

Recognizing the complex challenges posed by homelessness and behavioral health issues, security officers shall collaborate with the City of Minneapolis Homeless Outreach Team, as well as Hennepin County and nonprofit outreach organizations. Officers are to be trained in de-escalation techniques, trauma-informed engagement, and the identification of mental health crises. Officers shall provide supportive, non-enforcement interactions with individuals experiencing homelessness, focusing on referral and redirection to appropriate services rather than punitive measures. Officers shall coordinate with outreach teams to facilitate safe interactions, track locations of concern, and assist with welfare checks when necessary, in a manner that prioritizes dignity, respect, and community wellness.

H. Body Cameras

All security officers deployed in the SSD shall be equipped with functional and tamper-resistant body-worn cameras for the duration of their shifts. Cameras must be activated during all interactions with the public, in accordance with the Contractor’s body camera policy and applicable privacy laws.

The purpose of these devices is to enhance accountability, ensure transparency, and provide verifiable documentation of security operations. Video footage shall be securely stored on encrypted platforms and retained for a minimum of 90 days, or longer in cases involving active investigations or public complaints. Access to footage shall be limited to authorized personnel and may be shared with law enforcement agencies upon official request.

I. Reporting Requirements

The Contractor shall implement a robust reporting framework to ensure consistent documentation, performance tracking, and communication with City staff. Reporting shall include both quantitative and qualitative data reflecting service delivery, public safety impact, and community engagement. At minimum, the Contractor shall be responsible for the following:

1. Daily Activity Logs Security officers shall complete detailed daily logs capturing patrol locations, observed incidents, safety hazards, public disturbances, and notable interactions. 3. Special Incident and Complaint Reports Any significant public safety incidents, citizen complaints, or law enforcement escalations shall be documented and reported to the City within 12 hours. Reports shall include a factual summary, involved parties, officer response, and body camera footage references if applicable.

4. Weekly Status Meetings The Contractor shall designate one individual that shall serve as the primary point of contact for the duration of the Program. This individual shall provide comprehensive service status reports at weekly meetings (virtual) with the City and its representatives.

The City may require additional reporting information, metrics, meetings, and/or may adjust reporting intervals during the contract term to ensure alignment with program oversight needs.

The City shall not process or disburse any payments to the Contractor until all required reports have been submitted in full, in accordance with the reporting schedule outlined above. This includes daily activity logs and weekly performance reports, as applicable. Failure to submit timely and complete reports may result in delayed or withheld payment and may be considered a breach of contract subject to remedial action

J. Training and Certification Requirements

The Contractor shall ensure that all security personnel assigned to the Program meet the following minimum training and certification standards prior to deployment and maintain compliance throughout the contract term:

1. Licensure o The Contractor and its personnel must be licensed by the State of Minnesota in accordance with Minnesota State Statutes Chapter 326 and Section 364.09 and Administrative Rules 7506.0100-7506.2900, and comply with all other pertinent and related statutes, laws, ordinances and other regulations.
