About this file
This is an addendum to a Request for Proposals issued by the City of Minneapolis for security services within the Uptown Special Service District pilot program. The addendum modifies or clarifies terms related to the original RFP, which solicits qualified security services contractors to provide public safety services including sidewalk patrolling and monitoring, business engagement, wellness checks, safety escorts, and coordination with law enforcement and outreach providers. Proposals were due August 10, 2026, at 12:00 p.m., with a pre-proposal virtual meeting held on July 28, 2026, at 2:00 p.m. The preliminary patrol schedule requires two officers deployed daily Sunday through Wednesday from 10:00 a.m. to 6:00 p.m., and six officers in three teams Thursday through Saturday from 6:00 p.m. to 3:00 a.m. All security officers must be licensed by the State of Minnesota Board of Private Detectives and Protective Agent Services and must complete mandatory training in de-escalation, trauma-informed care, first aid and CPR, implicit bias and cultural competency, body-worn camera protocols, and homeless outreach referral procedures. Written questions regarding the RFP were due July 31, 2026, at 4:00 p.m., with applicant selection estimated for August 17, 2026, and service commencement targeted for September 8, 2026.
The maximum contract value is $175,000, funded through service charges imposed on eligible properties within the Uptown Special Service District. The contract term begins upon execution with services commencing in September 2026 and continuing until the maximum contract value is reached. Contractors must equip all officers with body-worn cameras, maintain comprehensive daily activity logs and weekly performance reports, and designate a primary point of contact for weekly status meetings with City representatives. Proposals must include detailed cost breakdowns by employee classification, hourly billing rates, direct costs, payment schedules, and a sample month of charges based on the preliminary patrol coverage schedule. Failure to submit timely and complete reports may result in delayed or withheld payment and may constitute breach of contract. Proposals must be submitted through the City's eSupplier Portal, with inquiries directed to Aksana Belik at 612/673-2177 or Aksana.Belik@minneapolismn.gov.

Please Note the Following Addition(s)/Change(s)/Clarification(s):
The following questions were submitted for Event #0000004238. Please see responses below.
1. Can patrol teams communicate and cross into each other's designated areas in the event of an emergency or active incident? What does this look like? Who owns and maintains the radios?
Yes. While Thursday-Saturday patrol teams are expected to primarily remain within their assigned geographic service areas during routine operations, officers may respond across patrol boundaries when necessary to address emergencies, active incidents, officer safety concerns, or situations requiring immediate assistance. Contractor is expected to provide a mechanism to maintain reliable communications between patrol teams. Any radios or communication equipment required to perform the work shall be provided, owned, maintained, and replaced by the Contractor.
2. Will the City provide a point of contact for real-time coordination during shifts or is all communication handled through the weekly meeting structure?
The City will designate a Contract Manager who will serve as the primary point of contact for contract administration. Weekly coordination meetings are required; however, the Contractor may contact the Contract Manager as operational issues arise. The Contractor is expected to manage day-to-day field operations independently.
3. Is the patrol schedule fixed or can it be adjusted based on operational needs and mutual agreement?
The patrol schedule included in the RFP represents the City's preliminary anticipated deployment schedule.
The City reserves the right to adjust patrol schedules, staffing levels, deployment locations, and service hours during the contract term based upon operational needs, funding availability, special events, or program performance, in coordination with the Contractor.
4. Does the City reserve the right to remove individual officers from the program and if so what is the process and notice requirement?
Yes. The City reserves the right to request removal or replacement of any assigned personnel whose performance, conduct, training, licensing status, or professionalism is determined to be inconsistent with the requirements of the contract. The City will provide notice to the Contractor as soon as is practical. The Contractor will be expected to promptly provide qualified replacement personnel.
5. Is the City responsible for providing body cameras or is that the responsibility of the Contractor?
The Contractor shall provide all required body-worn camera equipment as part of its proposed services.
6. If the Contractor is responsible for body cameras what are the City's minimum technical specifications?
The City has not established specific manufacturer or hardware requirements. Cameras must be reliable, tamper-resistant, capable of producing clear evidentiary-quality video, securely encrypt recordings, and comply with all requirements identified in the RFP and applicable law. Contractors are encouraged to propose commercially accepted systems.
7. Who owns the body camera footage?
The City shall own all body camera footage. Any recordings generated in performance of this contract are subject to applicable Minnesota law. The Contractor shall maintain body camera recordings during the contract term.
8. Where must footage be stored and does the City have direct access?
The Contractor shall securely store footage on encrypted systems meeting applicable security standards.
The City does not anticipate requiring direct administrative access to the Contractor's storage platform but may request footage as necessary for contract administration, investigations, complaints, or other lawful purposes.
9. What is the process for releasing footage to law enforcement?
The City shall have sole decision-making authority regarding the release of any footage to any party.
10. What happens to footage retention obligations if the contract ends?
The minimum retention requirements established in the RFP remain applicable to footage created during the contract term. The Contractor remains responsible for maintaining required records and recordings in accordance with contract requirements and applicable law. The City reserves the right to require the Contractor to turn over all footage at the conclusion of the contract term.
11. Does the City have a preferred reporting platform?
No. Contractors may utilize their existing reporting platforms provided they are capable of producing all reports and information required under the RFP.
12. Are daily activity logs required in a specific format?
No specific template has been established. Daily activity logs must include all information identified in the RFP and be submitted electronically.
13. Will the City provide a weekly reporting template?
No. Contractors may use their own reporting format provided all required reporting elements identified in the RFP are included. The City reserves the right to request modifications to report formats during the contract.
14. What system does the City use to receive reports?
Reports will generally be submitted electronically via email or another mutually agreed-upon electronic method. Additional reporting systems may be established after contract award if appropriate.
15. Does the City require a specific body camera training curriculum?
No. Contractors may utilize their existing training curriculum provided it addresses the minimum training requirements identified in the RFP and applicable laws.
16. Will the City provide onboarding or orientation?
Yes. Prior to service commencement, the City anticipates conducting an orientation meeting covering program objectives, reporting expectations, operational coordination, service area boundaries, and key stakeholder introductions.
17. Is the $175,000 maximum contract value a hard cap?
Yes. The maximum contract value is $175,000 inclusive of all labor, equipment, technology, administrative costs, overhead, and any other expenses.
18. Are invoices submitted monthly and what is the payment timeline?
Invoices are to be submitted monthly. Payment will be made in accordance with the City's standard payment procedures after receipt of a complete and approved invoice and all required reports. The City will not process payment until required reporting has been submitted.
19. Can the Contractor bill a short-notice premium?
No. Any additional staffing requested by the City shall be billed using the approved contract rates unless otherwise specifically authorized by written contract amendment.
20. Are there reimbursable expenses outside the hourly billing rate?
Contractors should include all anticipated costs in their cost proposal. Reimbursable expenses, if any, must comply with the contract provisions and receive prior City approval where required.
21. If the City adjusts patrol hours, does the contract value adjust?
The contract is performance-based and payments will reflect services actually authorized and performed.
The City reserves the right to adjust deployment schedules and service levels during the contract, subject to the maximum contract value.
22. What happens if the maximum contract value is reached before the anticipated service period ends?
Services will conclude once the maximum authorized contract amount has been expended.
23. Will the City provide dedicated office or staging space?
No dedicated office or operations space is currently anticipated. Contractors should plan to provide any necessary operational support facilities.
24. Will the City provide parking?
No. Parking for Contractor vehicles shall be the responsibility of the Contractor.
25. Does the City have specific uniform requirements?
Yes. Officers shall wear professional uniforms that clearly identify them as private security personnel.
Uniforms shall present a clean, consistent, and professional appearance appropriate for public-facing community engagement. Final uniform standards may be reviewed during contract negotiations.
26. What are allowable and expected forms of transportation?
Routine patrols are expected to primarily occur on foot. Contractors may also utilize bicycles, golf carts, Segways, or other similar transportation methods that improve mobility within the district. Contractors proposing alternative transportation methods should describe them in their proposal. Any transportation equipment shall be provided, operated, insured, and maintained by the Contractor. Motor vehicles may be used for operational support but are not intended to replace visible community patrols within the SSD.
