About this opportunity

The City of Fort Worth is requesting proposals for non-exclusive agreements to supply paint and paint supplies to City Departments on an as-needed basis under RFP 26-0224, with proposals due August 6, 2026. A 30% small business participation goal applies; at least 30% of awarded contract value must be subcontracted or spent with certified small business firms located in Tarrant, Wise, Johnson, Parker, or Denton County and certified by an organization approved by the City Manager.

The scope includes interior and exterior latex paints, industrial alkyd and oil-based enamels, direct-to-metal coatings, dry erase paint, elastomeric wall coatings, primers, sealers, specialty coatings, traffic and field marking paints, caulks, sealants, paint sundries, and spray equipment. Vendors must meet or exceed specified standards such as PPG Speedhide Series for latex paints and PPG Industrial Alkyd 4308 Series for industrial alkyds. A minimum of five years in business selling paint, equipment, and sundries is required. Deliveries must occur between 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding City-recognized holidays. All products must be new, unused, current manufacture with full manufacturer's warranties and no restocking fees permitted.

The initial contract term is one year with renewal options for up to five additional one-year periods upon mutual agreement, requiring 90 days' notice for non-renewal. Evaluation is based on best value criteria: cost (up to 15 points), small business participation (up to 25 points), vendor experience (up to 25 points), delivery capability and order fulfillment (up to 20 points), and business location (up to 15 points, with preference for vendors within Fort Worth City Limits). Proposals scoring less than 50 percent of total available non-price points are deemed non-responsive and subject to rejection. Proposers must submit at least three current references, a completed Small Business Utilization Form with current certifications, a deviation form if applicable, and certifications of no conflicts of interest under Texas Local Government Code Chapter 176.
