About this opportunity

The City of Minneapolis is requesting proposals for part-time expert technical support services to bridge operational needs between the Minneapolis Police and Fire Departments and their technical applications, with proposals due July 31, 2026 at 2:00 p.m. CDT.

The consultant must demonstrate minimum qualifications including ten years' experience supporting public safety (Police, Fire, and 911); CJIS compliance achievement; expertise with CentralSquare's CAD platform for 911, Police, and Fire workflows; and experience with Situational Awareness Dashboard technology and CentralSquare Clear Form-based web applications. The role requires proficiency in integrating complex data inputs securely and supporting high-availability public safety environments.

The scope centers on understanding departmental workflows, identifying gaps between operational requirements and current system functionality, and recommending solutions to enhance technical performance and user adoption. The Situational Awareness Dashboard is a CJIS-compliant cloud-based system hosted on AWS GovCloud that integrates with existing Computer Aided Dispatch systems via read-only connections, with encrypted HTTPS data transport, per-device token authentication, configurable display layouts, and a self-service client content management portal for digital signage.

Pricing submissions must include hourly rates for operational support, implementation fees for Situational Awareness Dashboard deployment, annual support pricing for 34 existing displays, per-display pricing for additional displays including implementation and materials, and annual support rates for each additional display. Consultants must also complete detailed data privacy questionnaires addressing data collection, third-party access, security assessments, data sharing, and data destruction timelines within 90 days of service termination. Three current and three former customer references demonstrating similar project scope, size, and geographic footprint are required. Submissions must include contact information for an authorized company representative and comply with the City of Minneapolis Supplier Portal User Agreement, the Uniform Municipal Contracting Law (Minnesota Statutes 471.345), and the Minnesota Government Data Practices Act. Direct inquiries to Aksana Belik at 612/673-2177 or Aksana.Belik@minneapolismn.gov.
