About this opportunity
Louisiana's Coastal Protection and Restoration Authority (CPRA) is requesting proposals for general real estate and oyster lease appraisal services on an as-needed, task-order basis, with proposals due October 23, 2026 at 3:00 p.m. CST. A pre-proposal conference is scheduled for September 29, 2026 at 11:00 a.m. CST, and written inquiries are due October 5, 2026.
The State encourages participation from certified Veteran-Owned and Hudson Initiative small entrepreneurships as subcontractors, though this is a participation encouragement rather than a set-aside.
Appraisals will support coastal restoration projects under the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) and integrated coastal protection initiatives requiring compensation for impacts to privately owned lands and oyster leases throughout Louisiana's coastal parishes. Deliverables are self-contained appraisal reports in narrative form conforming to the Uniform Standards of Professional Appraisal Practice (USPAP) and Louisiana Revised Statutes 56:432.1. Proposers must demonstrate at least one licensed and certified General Real Estate Appraiser with a minimum of five years' experience conducting real property appraisals in Louisiana. Desirable qualifications include OLACP experience, oyster lease appraisal expertise, biological science credentials or expert witness acceptance in oyster biology, and experience valuing unique properties.
Compensation uses negotiated hourly rates for staff classifications supplied in the Required Rate Schedule, with labor, overhead, administrative costs, travel expenses, equipment, and materials included in the rate. Third-party expenses such as equipment rentals, material purchases, and lab services are negotiated separately per task and reimbursed at cost with prior written approval. Proposers must submit three years of audited financial statements, federal income tax returns, or bank letters, and certificates of insurance proving Professional Liability coverage of at least $1 million per occurrence, Commercial General Liability of $1 million per occurrence with $2 million aggregate, and Business Automobile Liability of $1 million combined single limit.
The contract term runs from January 1, 2027 through December 31, 2029, with an option to extend up to 36 months total with contractor concurrence and appropriate approvals. Contract negotiations are anticipated to begin November 16, 2026, with a Notice of Award expected December 7, 2026, followed by a 14-day protest period. Contact: Kayla Causey at 225-342-9421 or kayla.causey@la.gov.
