About this file

This is Addendum II to a Request for Proposals issued by Louisiana's Coastal Protection and Restoration Authority (CPRA) for general real estate and oyster lease appraisal services. The addendum, dated October 8, 2026, addresses proposer inquiries received during the solicitation period. The RFP seeks qualified proposers with certified appraisers to provide appraisal services on an as-needed, task-order basis to support coastal restoration projects under the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) and integrated coastal protection initiatives throughout Louisiana's coastal parishes. A pre-proposal conference was scheduled for September 29, 2026, with written inquiries due by October 5, 2026. The original proposal due date was October 23, 2026 at 3:00 p.m. CST; however, Addendum II updated this deadline to October 28, 2026 at 3:00 p.m. CST. Contract negotiations are anticipated to begin November 16, 2026, with a Notice of Award expected December 7, 2026. The contract term runs from January 1, 2027 through December 31, 2029, with an option to extend up to 36 months total.

Addendum II indicates that no proposer inquiries were received during the question submission period, resulting in no questions and responses being included in the addendum. The RFP requires proposers to submit three years of audited financial statements, federal income tax returns or bank letters, and certificates of insurance demonstrating Professional Liability coverage of at least $1 million per occurrence, Commercial General Liability of $1 million per occurrence with $2 million aggregate, and Business Automobile Liability of $1 million combined single limit. Compensation will be based on negotiated hourly rates for staff classifications, with labor, overhead, administrative costs, travel expenses, equipment, and materials included in the rates. Third-party expenses such as equipment rentals, material purchases, and lab services are negotiated separately per task and reimbursed at cost with prior written approval. The State encourages participation from certified Veteran-Owned and Hudson Initiative small entrepreneurships as subcontractors, though this represents a participation encouragement rather than a set-aside.
