About this file

This is Addendum III to a Request for Proposals issued by Louisiana's Coastal Protection and Restoration Authority (CPRA) for General Real Estate and Oyster Lease Appraisal Services. The addendum modifies the qualification requirements to permit qualifications to be met by either the proposer or its subcontractors, affecting both mandatory and desirable qualification sections. Proposals are due October 28, 2026 at 3:00 PM CST. Services will be provided on an as-needed, task-order basis to support coastal restoration projects under the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) and other integrated coastal protection initiatives throughout Louisiana's coastal parishes. Deliverables consist of self-contained appraisal reports in narrative form conforming to the Uniform Standards of Professional Appraisal Practice (USPAP) and Louisiana Revised Statutes 56:432.1. The contract term runs from January 1, 2027 through December 31, 2029, with options to extend up to 36 months total with contractor concurrence and appropriate approvals.

Mandatory qualifications require at least one licensed and certified General Real Estate Appraiser with minimum five years' experience conducting real property appraisals in Louisiana. Desirable qualifications include experience valuing oyster leases under the Oyster Lease Acquisition and Compensation Program (OLACP), an oyster lease appraiser with five years' industry experience, an employee with biological science credentials or expert witness acceptance in oyster biology or ecology, and experience valuing unique properties and unusual estates. Compensation uses negotiated hourly rates for specified staff classifications, with labor, overhead, administrative costs, travel, equipment, and materials included in the rate. Third-party expenses are negotiated separately per task and reimbursed at cost with prior written approval. Proposers must submit three years of audited financial statements or equivalent documentation and certificates of insurance demonstrating Professional Liability coverage of at least $1 million per occurrence, Commercial General Liability of $1 million per occurrence with $2 million aggregate, and Business Automobile Liability of $1 million combined single limit. Contract negotiations are anticipated to begin November 16, 2026, with a Notice of Award expected December 7, 2026.
