About this opportunity

The City of Minneapolis Office of Community Safety and Finance and Property Services Department is requesting proposals for a comprehensive functional facilities, space needs, and condition assessment of the Minneapolis Police Department, with proposals due September 3, 2026 and a mandatory pre-proposal meeting scheduled before submission.

The scope encompasses functional analysis of all MPD facilities across multiple locations, space utilization and operational requirements analysis, facility condition evaluation, identification of deficiencies and needed improvements, and strategic facility planning recommendations to inform capital improvement decisions. The consulting firm must demonstrate expertise in law enforcement facility assessments, space planning methodologies, and facility condition evaluation.

No Small and Underutilized Business Program (SUBP) goals are established for this contract; however, contractors are encouraged to provide Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) with full and fair opportunities to compete for subcontracting opportunities. All certified MBEs and WBEs must be certified through the Central Certification Program (CERT). Contractors exceeding $100,000 must comply with affirmative action plan requirements, non-discrimination in employment practices, and equal employment opportunity obligations. Prevailing wage compliance applies to contracts of $50,000 or greater.

The contract is funded through City of Minneapolis budget allocations administered through the Finance and Property Services Department. Award selection will be based on consultant qualifications, proposed methodology, experience with similar public safety facility assessments, project timeline, and cost competitiveness. Prospective bidders must register through the City's eSupplier portal system and submit proposals electronically; technical support is available at eProcurement@minneapolismn.gov. All contractors are subject to pre-award compliance review by the Minneapolis Department of Civil Rights.
