About this file
This file contains special provisions and civil rights requirements for the City of Minneapolis that apply to contractors on the RFP for the Minneapolis Police Department Functional Facilities, Space Needs, and Condition Assessment. The document outlines mandatory compliance obligations including non-discrimination in employment practices, equal employment opportunity statements in all recruitment materials, and affirmative action plan requirements for contracts exceeding $100,000. Contractors must comply with prevailing wage laws when applicable on contracts of $50,000 or greater and may be required to submit certified payroll reports. Additionally, contractors must make good faith efforts to meet the City's aspirational construction workforce goals of 20% female participation and 32% minority participation, comply with HUD Section 3 requirements when applicable, and post required notices in conspicuous locations available to employees and applicants.
The Small and Underutilized Business Program (SUBP) requirements apply to contracts exceeding $175,000 and are designed to provide equal opportunities to Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs). This particular contract has no SUBP goals established; however, contractors are encouraged to provide MBEs and WBEs with full and fair opportunities to compete for any subcontracting opportunities that may arise. All certified MBEs and WBEs must be certified through the Central Certification Program (CERT), and contractors can access the certified directory at the provided CERT online portal. Contractors are also subject to pre-award compliance review by the Minneapolis Department of Civil Rights, and failure to cooperate may result in denial of contract award.
