About this opportunity
Hillsboro School District 1J is requesting proposals for demolition services at Block 56 properties in Hillsboro, Oregon, with proposals due August 26, 2026 at 2:00 p.m. PDT and a voluntary property walkthrough on August 17, 2026 at 10:30 a.m.
Proposers must hold an Oregon DEQ Asbestos Abatement License and comply with Oregon prevailing wage statutes (ORS 279C.800 to 279C.870), certified payroll documentation, and Oregon Construction Contractors Board registration where required. Proposers must certify non-discrimination in subcontracting under ORS 279A.110 and tax compliance with Oregon state and local law. The District will accept certifications from the State of Oregon Office of Minority, Women & Emerging Small Business (OMWESB) in the categories of Minority Business Enterprise, Women Business Enterprise, or Emerging Small Business, though no set-aside or preference program is stated.
The scope encompasses complete demolition of two residential homes, one medical office building, and four residential foundations across seven properties (222 SE 5th Avenue, 233 SE 6th Avenue, 527 Gumleal Lane, and related sites) on approximately 1.80 acres (1.23 acres disturbed). The contractor must provide all labor, materials, equipment, permits, and professional oversight for hazardous material mitigation (asbestos, lead-based paint, mercury-containing materials), foundation removal, utility disconnection coordination, debris removal, site fencing and securing, and erosion and sediment control. Tree protection is mandated per City of Hillsboro Municipal Code 12.50.230 — 20 of 23 inventoried trees must be preserved with chain-link fencing at least 4 feet tall extending 5 feet beyond driplines; only three trees (invasive species) are scheduled for removal. Work must commence by September 3, 2026 and be substantially complete by December 18, 2026, with a one-year correction period following completion. The District withholds 5% retainage from every progress payment, released only upon final site acceptance and verified Oregon DEQ disposal manifests.
Required insurance includes commercial general liability of $2 million per occurrence and $4 million aggregate, pollution and environmental liability of $1 million per occurrence, and automobile liability of $1 million combined single limit. Evaluation uses a 100-point scale: cover letter (20 points), company background and experience (10 points), timeline and schedule (30 points), cost (25 points), and qualifications and certifications (15 points). Notice of Intent to Award is anticipated August 28, 2026. The contract is funded as part of a $25–$30 million health, education, and workforce campus partnership involving the Hillsboro School District, Portland Community College, and Virginia Garcia Memorial Health Center. Proposers must submit one original and three paper copies plus one electronic PDF, Word, or Excel copy.
