About this opportunity
Wor-Wic Community College is requesting proposals for third-party commissioning services for a 6,600 square-foot Maintenance Building Expansion on its main campus in Salisbury, Maryland, with technical proposals due July 24, 2026 at 2:00 p.m. The College uses a two-step evaluation process: technical proposals are scored first, and price proposals are then requested only from top-scoring firms by August 3, 2026, with price proposals due August 10, 2026. Contract award is projected for September 10, 2026.
The Commissioning Authority must hold licensure status from the State of Maryland or reciprocity recognition; professional engineer licensure is not required. The scope spans pre-construction through post-construction phases, including development of a commissioning plan, review of owner program requirements and design documents, construction-phase coordination and functional testing of HVAC (split-system DX units, natural gas heat, infrared heaters, carbon monoxide exhaust systems, ductless units, and automatic temperature control systems), electrical systems (distribution, lighting controls with occupancy and daylight sensors, power quality measurement), and plumbing systems (hot water, cold water distribution, drainage). The Commissioning Authority must prepare test checklists, functional test scripts, certificates of readiness, test and inspection reports, corrective action logs, and a final commissioning report with systems manual due within 90 days of receiving a Certificate of Occupancy. The College operates a Niagara 4 building automation system that the commissioning work must integrate with. Construction is scheduled September 2026 through April 2027, with commissioning testing anticipated in January 2027.
Proposers must submit at least five example projects demonstrating similar commissioning experience; subcontractors must each provide three example projects. Price proposals must separate fees for pre-construction, during-construction, and post-construction services and include a seasonal testing allowance and line-item pricing for add-alternates covering data, voice, network, audiovisual, fire alarm, access control, and video intrusion systems. No Bid Bond, Performance Bond, Labor & Materials Bond, or Liquidated Damages apply. Funding is projected to be split among the State of Maryland, Wicomico County, and Worcester County. All proposals must be submitted electronically via Equity Hub's Bid Locker platform. The College reserves the right to negotiate or modify evaluation criteria and to reject any or all proposals.
