About this file

Summary

This is a Request for Proposals (RFP) issued by Wor-Wic Community College in Salisbury, Maryland, for third-party commissioning services related to the Maintenance Building Expansion Project. The College seeks a Commissioning Authority (CxA) to ensure that all mechanical, electrical, and plumbing (MEP) systems conform to the basis of design and construction documents for a 6,600 square-foot expansion project. The scope includes pre-construction activities such as developing a commissioning plan, reviewing owner program requirements and design documents, holding a kickoff meeting, and developing construction checklists, as well as during and post-construction responsibilities including scheduling inspections, writing functional test scripts, performing functional testing, and preparing a commissioning report. A pre-proposal meeting is scheduled for July 1, 2026, at 10:00 a.m. via Microsoft Teams, with the technical proposal deadline on July 24, 2026, at 2:00 p.m. Price proposals will be requested only from top-scoring firms following technical evaluation, with a deadline of August 10, 2026. Construction is anticipated to occur from September 2026 through April 2027, with commissioning testing expected in January 2027. Contract award is projected for September 10, 2026.

The RFP involves a two-step evaluation process whereby technical proposals are evaluated first, followed by price proposals from shortlisted firms. Price proposals must separate fees for pre-construction services from during and post-construction services and must include all associated costs. Proposers must be currently licensed by the State of Maryland or have reciprocity status, and firms must provide evidence of licensure, bonding, and insurance. The College reserves the right to negotiate or modify evaluation criteria and reserves the right to reject any or all proposals. Funding for the project is currently projected to be split among the State of Maryland, Wicomico County, and Worcester County, with award subject to fund allocation. All proposals must be submitted electronically via Equity Hub's Bid Locker platform, and proposers are required to submit at least five example projects demonstrating similar experience, with three example projects required for each proposed subcontractor.

A. AUTHORIZED REPRESENTATIVE

I HEREBY AFFIRM THAT:

I am the (title) ____________ and the duly authorized representative of (business) ______________ and that I possess the legal authority to make this Affidavit on behalf of myself and the business for which I am acting.

B. CERTIFICATION REGARDING COMMERCIAL NONDISCRIMINATION

The undersigned bidder hereby certifies and agrees that the following information is correct: In preparing its bid on this project, the bidder has considered all proposals submitted from qualified, potential subcontractors and suppliers, and has not engaged in "discrimination" as defined in §19-103 of the State Finance and Procurement Article of the Annotated Code of Maryland.

"Discrimination" means any disadvantage, difference, distinction, or preference in the solicitation, selection, hiring, or commercial treatment of a vendor, subcontractor, or commercial customer on the basis of race, color, religion, ancestry, or national origin, sex, age, marital status, sexual orientation, or on the basis of disability or any otherwise unlawful use of characteristics regarding the vendor's, supplier's, or commercial customer's employees or owners. "Discrimination" also includes retaliating against any person or other entity for reporting any incident of "discrimination". Without limiting any other provision of the solicitation on this project, it is understood that, if the certification is false, such false certification constitutes grounds for the State to reject the bid submitted by the bidder on this project, and terminate any contract awarded based on the bid. As part of its bid or proposal, the bidder herewith submits a list of all instances within the past 4 years where there has been a final adjudicated determination in a legal or administrative proceeding in the State of Maryland that the bidder discriminated against subcontractors, vendors, suppliers, or commercial customers, and a description of the status or resolution of that determination, including any remedial action taken.
