About this opportunity
The New York State Police is requesting proposals for a cyber threat intelligence platform under RFP-C002422, with proposals due August 27, 2026 at 3:30 PM EST and bidder questions due August 11, 2026. No set-aside or preference programs apply—SDVOB, MWBE, and DBE contracting goals are each 0.00%.
The platform must provide near real-time cyber threat intelligence indexing and sourcing from open sources, the dark web, and technical feeds, delivered through a unified, web-based interface supporting up to 15 users. The system must manage, query, and visualize collected data; generate cyber threat intelligence reports covering all 16 critical infrastructure sectors; and deliver actionable intelligence on cyber threat actors, advanced persistent threats, tactics, techniques, procedures, and indicators of compromise. Bidders must demonstrate a minimum of five years of experience providing similar cyber threat intelligence platform solutions and provide at least three commercial or governmental references.
The contract term is three years with two optional one-year renewals, with an estimated start date of October 1, 2026. Award will be made to the bidder representing the best overall value based on technical evaluation, software demonstration evaluation, and total cost of ownership. The cost proposal must include detailed pricing for user licenses or site licenses (both options, if available), all software modules, recurring maintenance and support, vendor updates, and training for up to 15 personnel. All costs—licenses, insurance, travel, shipping, and customs—must be included in the F.O.B. destination bid price.
Evaluation comprises technical evaluation (35%), cost assessment (30%), and software demonstration (35%). Mandatory software demonstrations will be scheduled after technical and cost proposals are evaluated. Company profile and experience accounts for 10% of the technical score; the work product proposal accounts for 25%. vPrimeTech was previously awarded an identical or substantially similar contract for Recorded Future services within the past five years. Contractors must comply with New York State information security standards, FBI CJIS Security Policy, and AI restrictions—any new AI technology implementation requires 90 days' notice and written approval from the NYSP Chief Information Security Officer. Bids must be submitted in person at 1220 Washington Avenue, Building 22, Albany, New York 12226; no email or fax submissions are accepted.
