About this file

This is a mandatory technical proposal checklist for RFP-C002422, a cyber threat intelligence platform solicitation issued by the New York State Police (NYSP). The NYSP seeks to procure a cyber threat intelligence platform through a three-year initial contract term with two optional one-year renewals, to be awarded to the bidder offering the best overall value based on technical evaluation, software demonstration evaluation, and total cost of ownership analysis. Bidders must submit questions via email to Contracts@troopers.ny.gov using the attached bidder questions form by August 11, 2026, with proposals due by August 27, 2026 at 3:30 PM EST. The checklist establishes mandatory requirements that proposals must address to avoid disqualification, including company profile documentation, work experience verification, and detailed technical descriptions across nine primary categories: system architecture and core capabilities, data management and cataloging, data storage and security, data ingestion and exportation, analytics and machine learning, user experience and interface, data governance and integrity, extensibility and application development, and training and support.

Vendors must submit a cover letter identifying authorized representatives, demonstrate a minimum of five years of experience providing similar cyber threat intelligence platform solutions, and provide at least three references from commercial or governmental accounts including company name, contact information, and years of service. Technical proposals must address mandatory requirements in each specified section, with vendors required to describe system architecture compliance, list pre-established integrations with partner organizations, disclose intended artificial intelligence and machine learning capabilities, explain incorporation of end-user feedback into platform updates, and detail training and support offerings. No specific pricing terms, set-aside goals, or incumbents are identified in this checklist document; however, the opportunity notes that vPrimeTech has been awarded an identical or substantially similar procurement contract within the past five years, and MWBE and DBE contracting goals are set at 0.00 percent.
