About this opportunity

The City of Alameda Housing Authority (AHA) is requesting proposals for on-call, as-needed turnover cleaning and carpet cleaning services for vacant residential units across multiple multi-family properties, with proposals due August 18, 2026 under RFP 2026-RFP-AHA-PO-003.

The scope encompasses deep unit cleaning and sanitization — kitchen degreasing and appliance cleaning, bathroom disinfection including tile grout and soap scum removal, living area and bedroom dusting and window cleaning, floor sweeping/mopping/vacuuming with stain treatment, and carpet cleaning via hot water extraction or steam cleaning with pre-treatment for stains, high-traffic areas, and odor removal. Proposers must demonstrate capability to mobilize a motivated and skilled crew capable of productive, high-quality performance to contract specifications.

Proposers develop service pricing applicable to the specific service locations they bid on. The contractor must secure and maintain comprehensive insurance before work begins: Commercial General Liability at $2,000,000 per occurrence, Workers' Compensation at statutory limits with Employers' Liability of $1,000,000 per accident, and Professional Liability at $2,000,000 per occurrence/$2,000,000 aggregate. Additional coverage — Tenant Discrimination, Cyber Liability, and Technology Professional Liability — may be required depending on services provided. All insurers must hold an A.M. Best rating of A: VII or higher, with AHA and its affiliates named as additional insureds. Insurance policies must remain in force for at least five years after contract completion, with 30 days' notice of cancellation required. All insurance must be primary and non-contributory, with a waiver of subrogation. The consultant assumes responsibility for all licensing, permits, qualifications, and immigration verification.

The contract will be structured as a not-to-exceed fee arrangement with a term commencing on an effective date and extending to a specified end date, with provisions allowing mutual extension up to 60 months total. All work products, reports, and data remain the exclusive property of AHA. Contracts exceeding $5,000 require payment via Electronic Funds Transfer or Automated Clearing House. The agreement incorporates federal compliance requirements including Equal Employment Opportunity (Executive Order 11246), prevailing wage standards where applicable, Build America Buy America Act compliance, and HUD General Conditions for Non-Construction Contracts.
