About this opportunity
Cumberland County, North Carolina is requesting proposals for disaster debris collection services under RFP #27-1-CTY, with proposals due September 9, 2026 at 3:00 PM EST and a public bid opening immediately following. The County intends to establish two stand-by contracts—one Primary and one Secondary—to provide post-disaster debris removal across the County's unincorporated areas (approximately 652 square miles, 338,000 population) and potentially municipal roadways if assigned.
Scope encompasses collection, hauling, and disposal of vegetative debris from public rights-of-way and private property; construction and demolition debris; hazardous tree and limb removal; structure demolition; temporary debris staging and reduction site management; animal carcass removal; and abandoned vehicle and vessel removal. Pricing is due on a unit-rate basis for debris collection and hauling categorized by three haul-distance tiers (0–15 miles, 15.1–30 miles, greater than 30.1 miles), plus separate hourly rate schedules for heavy equipment (dozers, wheel loaders, excavators, dump trucks, cranes, graders, lowboy trailers, bucket trucks, water trucks, generators, and support vehicles) and labor (Operations Managers, Crew Foremen, Tree Climbers/Chainsaw Operators, and Laborers). All costs—mobilization, demobilization, labor, equipment, fuel, permits, and disposal—must be embedded in the unit rates; no separate reimbursables are permitted. Payment is net 30 days after invoice approval, contingent on load tickets and disposal facility documentation.
The contract term is two years from award with an option to extend one additional two-year term by mutual agreement. Selected contractors must post a performance and payment bond equal to 100 percent of the estimated contract price as determined at the time of a disaster event. Evaluation weights firm qualifications and experience (30 points), staff qualifications and experience (20 points), technical approach (20 points), internal training (10 points), and cost proposal (20 points); awards are made on best overall value. Questions are due August 28, 2026 at 12:00 PM EST. Funding is contingent upon annual appropriation by the Cumberland County Board of Commissioners.
