About this file

This Addendum II modifies RFP #27-1-CTY Disaster Debris Collection Services issued by Cumberland County, North Carolina for disaster debris collection services. The addendum revises the proposal due date from Tuesday, September 15, 2026 at 3:00 PM EST to Monday, September 21, 2026 at 2:00 PM EST, with the public bid opening held at the same time and location (117 Dick Street, 4th Floor, Room 451, Fayetteville, NC 28301). The scope of work encompasses disaster debris collection services including the management and operation of Temporary Disaster Staging and Reduction Sites (TDSRS), with all activities to be completed within 180 days of an emergency declaration or Notice to Proceed, and site restoration to be finished within 60 calendar days after the last debris delivery. The County has established revised proposal submission requirements that renumber sections 4.2, replacing section A with section B and updating all subsequent section designations accordingly.

The addendum clarifies critical contract requirements including contractor performance obligations, subcontracting provisions, and penalties. Vendors must provide subcontractor information in their proposals and are required to perform at least 50 percent of work themselves, with all subcontractors subject to County approval. Liquidated damages are assessed at $500 per calendar day for work extending beyond the maximum allowable timeframe. The County will issue a written Notice to Proceed via facsimile or email followed by regular mail, and no work shall commence until a contract amendment incorporating a "not to exceed" amount is processed. Additionally, the addendum specifies that TDSRS layout and ingress/egress plans must be approved by the Debris Manager and that debris segregation and management must comply with all local, state, and federal permits and regulatory agencies.
