About this file

This Addendum I modifies RFP #27-1-CTY Disaster Debris Collection Services issued by Cumberland County, North Carolina, updating critical submission deadlines and logistics. The proposal due date and public bid opening have been postponed from Wednesday, September 9, 2026 to Tuesday, September 15, 2026 at 3:00 PM EST. All proposals must be physically delivered to the Purchasing Office of the Finance Department at 117 Dick Street, 4th Floor, Room 451, Fayetteville, NC 28301 by the revised deadline. The County intends to establish two stand-by contracts—one Primary and one Secondary—to provide post-disaster debris removal services across the County's unincorporated areas (approximately 652 square miles with 338,000 population) and potentially municipal roadways if assigned. The scope encompasses collection, hauling, and disposal of vegetative debris, construction and demolition debris, hazardous tree and limb removal, structure demolition, temporary debris staging and reduction site management, animal carcass removal, and abandoned vehicle and vessel removal. The contract term is two years from award with an option to extend one additional two-year term by mutual agreement.

Pricing must be submitted on a unit-rate basis for debris collection and hauling categorized by three haul-distance tiers (0-15 miles, 15.1-30 miles, greater than 30.1 miles), plus separate hourly rate schedules for heavy equipment and labor. All costs including mobilization, demobilization, labor, equipment, fuel, permits, and disposal must be embedded in unit rates with no separate reimbursables permitted. Payment terms are net 30 days after invoice approval, contingent on load tickets and disposal facility documentation. Selected contractors must post a performance and payment bond equal to 100 percent of the estimated contract price as determined at the time of a disaster event. Evaluation criteria weight firm qualifications and experience (30 points), staff qualifications and experience (20 points), technical approach (20 points), internal training (10 points), and cost proposal (20 points), with awards made on best overall value. Questions are due August 28, 2026 at 12:00 PM EST. Funding is contingent upon annual appropriation by the Cumberland County Board of Commissioners.
