About this opportunity
Spotsylvania County, Virginia is requesting proposals for GIS and GIS-Centric Platform Support Services under RFP 26-23-TO, with proposals due July 31, 2026 at 2:00 PM via www.eva.virginia.gov and questions due July 15, 2026 at 12:00 PM. The County reserves the right to award contracts to one or more offerors.
The scope encompasses general GIS services including strategic planning, training, technical support, data maintenance, web application design, application development, and scripting; GIS-centric platform support for maintaining and troubleshooting feature classes and geodatabases; Trimble Unity support services including workflow development and system configuration; and Esri Utility Network data model services including design, migration planning, and implementation. The County operates an Esri ArcGIS Enterprise environment supporting infrastructure across Community Operations, Community Development, Public Works, water and sewer systems, and stormwater utilities. Minimum qualifications require demonstrated expertise in Esri GIS technologies, Trimble Unity integration, and utility network systems. Technical certifications in Esri ArcGIS Utility Network and Trimble Unity Partnership experience are mandatory. Work is authorized on a continuing, as-needed basis via Purchase Orders during normal working hours of 8:00 a.m. to 4:30 p.m., with overtime requiring prior written County approval.
The initial contract term is five years from the date of award, with options to renew for three additional one-year periods at the County's sole discretion. Price increases are limited to the lesser of CPI-U or 3 percent above the original contract price during renewal negotiations. Pricing is submitted on a fully burdened hourly basis with separate tabs for General GIS services and GIS-centric platform support; offerors propose hourly rates for each position title across all five contract years. Evaluation uses a 100-point scale: relevant experience (25 points), key personnel qualifications (15 points), project approach and timeliness (20 points), past performance and client satisfaction (10 points), cost proposal based on the average of the five highest hourly rates per category (20 points), and technical certifications (10 points). The County may conduct oral presentations with top-ranked firms. Offerors must maintain professional liability insurance of $2 million per occurrence and $6 million in aggregate, general liability of $1 million per occurrence, and automobile liability of $1 million combined single limit. Addendum 1 requires acknowledgment of receipt and references from three to five similar projects completed within the past five years, with preference for Virginia county or municipal clients.
