About this opportunity
The State of California Office of Energy Infrastructure Safety is issuing RFO 25-1042 for Business Solutions Analyst Consulting Services. The engagement requires one full-time Business Solutions Analyst consultant to support the agency's Information Technology Section for an initial 24-month term with an optional 12-month renewal period. The consultant will provide business analysis, requirements management, Agile/Scrum coordination, quality assurance and testing, and application security validation across multiple Energy Safety applications including enforcement management systems. Key deliverables include an onboarding review within 30 days of execution, a Task Accomplishment Plan due within 45-90 days, bi-weekly status reports, functional documentation, test plans and execution, and a final report with executive briefing upon completion. The consultant must hold a bachelor's degree in an IT-related or Engineering field and possess a minimum of five consecutive years providing business analysis services such as requirements management, quality assurance, functional testing, user acceptance testing, and application security testing, plus five consecutive years working with IT teams in technical engagements; desirable qualifications include two or more consecutive years of Agile/Scrum coordination experience with a State of California Department. The solicitation utilizes a multiple-phase best value evaluation approach allocating 260 possible technical points, 300 possible cost points, and up to 120 interview points for a maximum combined score of 680 points if interviews are conducted or 560 points if not conducted. Technical evaluation includes assessment of consultant qualifications, three reference evaluations (which must score a minimum of 11 points each), and three narrative sections addressing understanding and approach, firm experience managing similar consultant staff, and team collaboration and stakeholder engagement strategies, each scored on a 0-50 point scale. Proposals must achieve a minimum score of 75 points in the understanding and approach evaluation to be considered responsive. The question submission deadline is May 8, 2026, with question and answer posting on May 13, 2026, offers are due by May 20, 2026 at 3:00 PM PT submitted to matt.freeman@energysafety.ca.gov, preliminary interviews are scheduled for May 22, 2026, and the proposed award date is June 19, 2026.
Respondents must hold a current Technology, Digital, and Data Consulting (TDDC) Master Services Agreement contract established by the Department of General Services Procurement Division, and all proposed resources must meet the experience and educational requirements specified in the respondent's existing TDDC MSA pricing structure. The solicitation contains no listed set-aside designations for disadvantaged or small businesses, though respondents may indicate Small Business (SB) or Disabled Veteran Business Enterprise (DVBE) certification status in their narrative responses. There is no incumbent contractor currently performing this work, and the engagement is structured as a new project with no technology or systems carry-over from previous engagements; the State will provide post-award information regarding specific applications, system architecture details, and initial 90-day priorities. Work will be conducted remotely with no on-site presence requirements, though the consultant will report to the IT Section manager and collaborate with IT Section staff across multiple program areas. The total contract budget ceiling for the base 24-month term is $600,000.00, with the cost worksheet specifying 1,920 estimated annual labor hours classified as Information Technology Consulting Services at the Business Solutions Analyst position level; proposed hourly rates cannot exceed the respondent's TDDC MSA Price Listing rates. All offers are valid for 90 days following the submission deadline, and Energy Safety reserves the right to interview up to the top two highest-ranking respondents with one to two calendar days' advance notice.
