About this file

This file is an evaluation rubric for proposals submitted in response to RFO 25-1042, a Business Solutions Analyst Consulting Services solicitation issued by the State of California's Energy Safety agency. Respondents must submit a narrative description addressing three evaluation sections, each worth up to 50 points, for a maximum of 150 possible points. Proposals must achieve a minimum score of 75 points to be considered responsive; those scoring below this threshold will be removed from further consideration. The evaluation criteria require respondents to describe their proposed consultant staff's approach to accomplishing tasks and deliverables outlined in the Statement of Work, address the specific requirements for the Business Solutions Analyst position including relevant experience and applicable tools and methodologies, and demonstrate how staff qualifications align with SOW requirements.

The second evaluation section requires respondents to document their firm's experience managing similar consultant staff on projects comparable in size and scope, including identification of the relevant agency or organization where work was performed and specific examples demonstrating personnel management capability on comparable contracts or projects. The third evaluation section assesses the proposed team's collaboration and stakeholder engagement approach, requiring respondents to describe internal coordination mechanisms including communication protocols and decision-making processes, engagement strategies with Energy Safety stakeholders for requirements gathering and issue resolution, and documented examples of past project success using similar team structures. Respondents are explicitly instructed not to simply restate or paraphrase information from the RFO and SOW, and all three narrative sections must be addressed for the proposal to be considered responsive.
