About this opportunity

The Indiana Department of Education is issuing RFI 26-87669 to solicit vendor information on a Hoosier Launch Advising Tool Platform that will serve all Indiana high schools and students, with responses due July 27, 2026 by 3:00 PM Eastern Time. This is a Request for Information only — the State reserves the right to conduct a competitive solicitation thereafter and may limit future participation to RFI respondents. No contract value, contract term, or award timeline is specified.

The platform must support Indiana's new high school diploma requirements by tracking student progress toward diplomas and readiness seals, documenting work-based learning hours and credentials, monitoring employability skills, and enabling seamless data transfer when students change schools or pathways. Core capabilities include career exploration tools with interest inventories, course and experience recommendations, dual-credit attainment monitoring, internship and job search integration, employer certification of work-based learning, student portfolios, graduation plan creation and tracking, mobile apps for students and families, and school-level reporting with roll-up functionality. All features must conform to WCAG 2.2 AA accessibility standards, support language translation, and integrate with third-party systems via standardized APIs using MuleSoft and GoAnywhere Managed File Transfer services. The platform must successfully complete the State's badging process verifying security and functional compliance.

Vendors must provide at least three client references for similar implementations, with preference for state government clients and those near Indianapolis. The State strongly prefers cloud-based solutions deployed in state-owned cloud tenants using Microsoft Azure or Amazon Web Services; alternative hosting arrangements require exception-based justification. All proposed solutions must demonstrate compliance with NIST 800-53 Revision 5 standards and Indiana's Risk and Assurance Management Program policy. Vendors must disclose any artificial intelligence use within the platform and during development, including whether AI can be independently disabled.

Written questions are due July 2, 2026 at 3:00 PM ET, with State responses posted by July 9. Responses must be submitted in Microsoft Word format, not exceeding 15–20 pages, to rfp@idoa.IN.gov with subject line identifying the RFI number. Nicole McClain, Procurement Specialist at the Indiana Department of Administration, is the single point of contact.
