About this opportunity
The County of San Diego Sheriff's Department is requesting bids for thirty correctional-grade medical privacy booths—six ADA-compliant and twenty-four non-ADA-compliant units—under RFB 13290, with bids due October 20, 2026 at 11:00 a.m. and a pre-bid conference scheduled for September 30, 2026 at 10:00 a.m. at Sheriff's Headquarters with virtual Microsoft Teams participation available. No Small-Local Business preference applies due to federal funding requirements under 2 CFR 200.319(c).
The booths are designated for confidential medical, mental health, and pre-release interviews across seven detention facilities in San Diego County. All units must meet correctional specifications including tamper-resistant hardware, no ligature points, and heavy-duty materials capable of withstanding high-traffic detention environments. Vendors must demonstrate prior experience manufacturing correctional privacy booths and provide delivery and installation services within thirty days of order. A commercial warranty at no charge is required, with credit for damaged or returned items within five business days and no restocking fees.
Pricing must be submitted on a Payment Schedule with separate line-item costs for ADA-compliant booths, non-ADA-compliant booths, delivery and shipping, and installation services. All prices are F.O.B. destination, exclude sales tax and federal excise tax, and include freight and delivery charges unless separately itemized. The contract is funded under the Providing Access and Transforming Health (PATH) Justice-Involved Capacity Building Program under California's Section 1115 waiver, which requires pricing and profit-margin negotiation if only one conforming bid is received.
The anticipated contract term is one year from award, with the initial term ending November 15, 2026. Award will be made to the lowest responsive bid from a responsible bidder based on total bid price. Questions are due October 6, 2026 at 5:00 p.m. A public virtual bid opening will follow the submission deadline, with bid abstracts and received bids posted on the County's BuyNet platform.
