About this opportunity
The State of Maine, Department of Defense, Veterans and Emergency Management is requesting quotes for custodial services at the Regional Training Institute office in Bangor, Maine under a set-aside restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, with quotes due February 15, 2013 and a mandatory site visit on February 5, 2013 at 10:00 a.m.
The scope covers approximately 52,454 square feet across two phases — Phase I (35,158 sq ft) and Phase II (17,296 sq ft) — with five-day-per-week service including daily, weekly, monthly, quarterly, semi-annual, and annual cleaning tasks. The contractor must supply all labor, equipment, supervision, tools, and materials; the State provides paper towels, toilet paper, plastic liners, hand soap, and entry mats. The contractor must furnish a commercial/industrial vacuum cleaner with HEPA filter and self-contained carpet cleaning equipment capable of 50 PSI cleaning solution pressure with 100 inches of water lift. The contractor shall identify the number of full-time equivalent employees guaranteed to be actively engaged daily and provide an hourly labor rate for supplemental custodial services beyond the scope of work.
The contract period runs from February 2013 through February 2016 with an option to renew for one additional year. Award will be made to the lowest-priced qualified certified Work Center bidder, provided costs are determined fair and reasonable compared to previously known market rates from non-Work Center organizations.
Insurance requirements include Workers' Compensation and Employer's Liability as required by law, Commercial General Liability of $300,000 per occurrence with ISO Broad Form coverage, and Automobile Liability of $300,000 per occurrence. Quotes must be submitted exclusively through Maine's Vendor Self Service system and must include total three-year contract cost, monthly price, and yearly price. Monthly payments are made upon receipt of invoices for services rendered in the preceding month.
