Disadvantaged Business Enterprise (DBE) participation goals are established; bidders must submit compliance documentation.

The scope encompasses comprehensive rehabilitation of the maintenance building loading dock, including removal of existing structures, excavation, selective demolition, concrete formwork and reinforcement, cast-in-place concrete work, masonry, dampproofing, joint sealants, hollow metal doors and frames, door hardware, exterior painting, standing seam metal awnings, loading dock equipment, and extensive electrical systems (basic electrical requirements, low-voltage and control-voltage cables, raceways, wiring devices, lighting control devices, emergency and exit lighting, LED exterior lighting, access control systems, electronic surveillance, and addressable fire alarm systems). The contract includes fair labor standards compliance, equal employment opportunity provisions, indemnification and insurance requirements, a pre-construction conference, construction progress schedules, liquidated damages, warranty obligations, subcontractor requirements, safety plans, and as-built drawings. Special conditions address Kentucky Derby shutdown periods, access to airport restricted areas, protection of existing power and control cables, and contractor storage areas.

Bid submission is electronic through https://www.flylouisvillebids.com. Written questions are due August 12, 2026 at 12:00 p.m. local time. Contract documents are available in electronic or paper format from Lynn Imaging. Each bid must be accompanied by a bid bond or irrevocable bank letter of credit in an amount not less than 10 percent of the aggregate bid amount. The successful bidder must furnish all required bonds and insurance within 10 calendar days of notice of award and enter into contract within 30 calendar days thereafter. The Authority encourages use of a project labor agreement and employment of local labor for all non-supervisory positions.
