Offerors must comply with mandatory certifications regarding debarment, suspension, and other responsibility matters; campaign contribution disclosures for the two-year period preceding proposal submission; and confirmation that authorized representatives can legally obligate their organizations. The County requires offerors to submit flexible pricing proposals using various models including per-hour or per-minute charges, per-element redaction pricing, per-file charges, or subscription-based plans, with all costs in United States currency and prohibition on cost-plus-a-percentage-of-cost arrangements; travel costs must comply with County Travel Guidelines including maximum hotel lodging at $250 per night and per diem meals at $40–$90. The contractor must carry comprehensive insurance including General Liability ($1,000,000 per occurrence), Workers' Compensation as required by law, Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Cyber Insurance ($3,000,000 per claim/aggregate). All deliverables and work products become exclusive property of the County as works for hire, with the contractor waiving all copyright, patent, and other property rights. Specific budget or award value ranges are not stated in the solicitation materials; compensation will be determined through evaluation of submitted cost proposals and shall not exceed an amount to be specified, excluding applicable New Mexico gross receipts taxes, with payment due thirty days after receipt of itemized invoices.
