About this opportunity

Charles County, Maryland is soliciting bids for Recycling Curbside Collection Services through Invitation to Bid (ITB) 25-030, seeking a contractor to provide comprehensive recycling collection services for approximately 51,690 residential dwelling units including single-family homes, townhouses, and duplexes. The procurement offers two collection schedule options: every other week (EOW) and weekly collection, with services to be performed Monday through Friday between 7:00 a.m. and 5:00 p.m. Contractors must collect commingled recyclable materials such as aluminum, glass, plastics, and fiber materials using collection vehicles equipped with GPS tracking and cart lifting capabilities. The contract term is set for 48 months, beginning July 1, 2025, and ending June 30, 2029, with potential for two additional one-year renewals. Bidders must demonstrate at least 10 years of experience in residential curbside waste/recycling collection, with a minimum of five projects serving at least 15,000 dwelling units. The bid response deadline is April 10, 2025, at 2:00 p.m., and contractors must be prepared to deliver recyclables to a Material Recovery Facility (MRF) within 50 miles of Waldorf, Maryland.

The county has established an aspirational 25% Minority Women Business Enterprise (MWBE) participation goal and encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises. Bidders must submit extensive documentation including a Bid Bond, Non-Collusion Affidavit, Equipment Inventory List, and multiple insurance certificates with significant coverage requirements. The insurance specifications include commercial automobile, workers' compensation, general liability, and pollution liability policies with minimum coverage amounts. While specific contract value is not explicitly stated, the comprehensive scope covering over 51,000 dwelling units suggests a substantial multi-year contract. Performance will be closely monitored through monthly evaluations, with potential financial penalties for non-compliance, and the contractor must maintain a professional workforce using vehicles no older than 10 years. The county will provide 95-gallon recycling carts and handle cart maintenance, while the contractor will be responsible for proper handling, reporting, and participation in a joint public awareness program to promote recycling education and participation.
