About this opportunity

The Minnesota Department of Administration's Real Estate and Construction Services (RECS) division is requesting proposals from qualified Mechanical and Electrical Engineers for design and construction administration services to upgrade the existing Schneider Electric Building Automation System at the Minnesota Correctional Facility - St. Cloud (MCF-St. Cloud), RECS Project #78SC0092, with proposals due September 15, 2026, at 12:00 noon CT and mandatory site visit attendance on September 2, 2026.

A 12 percent preference applies to Targeted Group (TG) businesses, Economically Disadvantaged (ED) businesses certified by the Office of Equity in Procurement, and certified veteran-owned small businesses. The successful responder must be a registered Architect, Engineer, Landscape Architect, or Land Surveyor in Minnesota under Minnesota Statutes 326.02-14, and all work must be performed within the United States.

The scope includes assessment of existing BAS hardware and software, integration review with mechanical and electrical systems, design recommendations, preparation of construction documents and cost estimates, phased implementation plans, construction phase administration with bi-weekly on-site observation visits, and post-construction commissioning and training at MCF-St. Cloud, 2305 Minnesota Boulevard, St. Cloud, Minnesota.

The contract term runs from October 1, 2026, through September 30, 2028, with an option to extend an additional three years in increments determined by the State. The fee proposal structure breaks costs across Schematic Design/Design Development, Construction Documents, Bidding, Construction Phase Administration, and Post-Construction phases, with reimbursable expenses limited to printing, electronic file delivery, postage, and long-distance telephone charges. Markup on subconsultant fees is prohibited.

Proposals are scored on a 100-point scale: key personnel qualifications (20 points), work illustrating qualifications (20 points), approach and methodology (20 points), unique qualifications (10 points), and fee proposal (30 points). The State reserves the right to award to one or multiple responders based on best value. Professional Liability insurance minimum of $2 million per claim, E-Verify implementation for services exceeding $50,000, and Equal Pay Certification if the response exceeds $500,000 are required. Questions are due September 3, 2026, at 3:00 p.m. CT; answers will be provided by September 8. Pre-registration for the September 2 site visit is required by August 25.
