About this opportunity

The City of Minneapolis Department of Public Works is requesting bids on four medium voltage motor starters for Pump Station 6, with bids due August 11, 2026 at 11:30 a.m. Central Time through the eSupplier portal, and questions due August 3, 2026. This is a rebid (Event 4245). Only prequalified manufacturers—Rockwell (Allen-Bradley) and Toshiba—are eligible to bid, a sole-source constraint that filters the competitive field.

The scope calls for four synchronous motor starters configured as two two-section motor control centers, rated 2400V, 3-phase, 60Hz with continuous current of 600A minimum and 25 kA RMS symmetrical short-circuit rating. Equipment must comply with ANSI, IEEE, NEMA, UL, and NFPA 70 standards and the Minneapolis Public Works SCADA Standard Version 7.4. The supplier must deliver equipment within 60 weeks of order acceptance, provide submittal packages within eight weeks, submit resubmittals within three weeks if required, and deliver on-site startup services and two four-hour training sessions. Supplier must furnish operation and maintenance manuals, asset registry documentation, spare parts registry, and a 24-month warranty from installation or 30 months from delivery, whichever is earlier.

Bidders must demonstrate a minimum of three similar projects in Minnesota and contiguous states within the past three years and maintain at least three full-time staff capable of providing 24-hour service support. The project site is located at 4100 Marshall Street NE, Fridley, Minnesota 55421, a secure facility requiring badged access coordinated with Minneapolis Water Works. Payment follows a milestone schedule: up to 10 percent upon spare parts receipt, 30 percent after submittal approval, 60 percent after equipment delivery with preliminary manuals, 80 percent after final manuals acceptance, and 100 percent after successful startup and training completion. The contract is subject to prevailing wage compliance, equal opportunity requirements, and living wage ordinance compliance where applicable. No SUBP goals are established for this procurement. Addenda will be posted by August 5, 2026.
