About this file

This is an instructional guide document prepared by the City of Minneapolis for bidders on how to navigate the eSupplier platform and submit bids on public events. The document provides step-by-step procedures for accessing contracting opportunities, reviewing event details, and understanding the bidding process. The guide explains how suppliers can view both invited events and public events available through the city's procurement system, access bid packages containing relevant documents, and review specific event requirements before submission. No specific products, services, quantities, response dates, or contract terms are detailed in this instructional document, as it serves as a procedural guide rather than a specific solicitation.

The instructional guide focuses on the mechanics of the bidding process on the eSupplier platform rather than pricing, set-asides, or funding details. Bidders are directed to review all event-related documents before submitting bids, as some documents may require completion and attachment to the bid submission. The process requires bidders to respond to event-specific questions, upload required files through the Event Comments and Attachments section, enter their unit bid price, and submit their bid through the platform. Upon submission, bidders receive confirmation through both an on-screen confirmation and a confirmation email. The guide emphasizes the importance of thoroughly reviewing the bid package contents prior to bid submission to ensure compliance with all event requirements.
