About this opportunity
The Ohio Department of Rehabilitation and Corrections (ODRC), specifically for Ross Correctional Institution, is seeking to procure three prefabricated guard shacks through a competitive sealed bid process. The procurement involves one 10' x 16' building and two 8' x 8' buildings to be placed on concrete pads, with detailed technical specifications including galvanized steel construction, insulated walls and roofs, electrical systems, HVAC, windows, and doors. Vendors must submit bids via OhioBuys and are required to provide a comprehensive, all-inclusive proposal that covers materials, labor, shipping, and travel costs. A mandatory site visit is scheduled for Monday, 04/14/2025 at 10am, with vendors required to schedule participation by contacting Bryan Parker by 4/10/2025. All bid submissions are due on 04/18/2025, and bidders must demonstrate experience in prefab installation services for similar facilities, possess necessary licenses and permits, and comply with State of Ohio Contract Terms and Conditions. Evaluation criteria will focus on selecting the lowest responsive and responsible bidder, considering factors such as experience, financial condition, previous contract performance, and ability to execute the contract properly.
The contract opportunity appears to have no specific set-aside designations for disadvantaged enterprises, though Ohio's procurement policies typically encourage diversity in vendor selection. Bidders must complete an Affirmation and Disclosure Form that affirms compliance with Executive Orders prohibiting offshore services and purchases from certain international entities, particularly those related to Russian institutions. While a specific budget range is not explicitly stated, the procurement is structured as a flat-rate contract with Net 30 payment terms. Vendors must provide a separate itemized listing of all proposed materials and include comprehensive cost details. All institution visitors, including vendors, must be submitted for approval 48 hours before the site visit, and the bid will remain firm for 90 days after opening. The State of Ohio reserves the right to reject any bid that does not meet specifications or is not in the best interest of the state, ensuring a thorough and competitive selection process.
