About this opportunity
The City of Philadelphia Department of Public Property is soliciting pre-qualification for an FY2026 Electrical Requirements Contract with a contract limit of $5,000,000 and pre-qualification submissions due July 30, 2026 by 5:00 PM EST, followed by a sealed-bid phase with quotes due August 18, 2026 before 10:30 AM. This is a two-stage procurement: pre-qualification closes today, and only approved sellers will be invited to the subsequent closed bid solicitation.
Local Business Entity (LBE) preferences apply. Contractors must comply with prevailing wage requirements and Philadelphia Code provisions including anti-idling ordinance and diesel engine emissions controls for public works projects.
The scope covers on-call electrical construction services performed at multiple citywide locations throughout Philadelphia. Contractors must perform at least 20 percent of the original total contract price using their own workforce, exclusive of profit, overhead, insurance, and bonding costs. Bidding is based on percentage mark-ups for labor (weighted at 70 percent) and materials (weighted at 30 percent), plus an 8 percent subcontractor mark-up. A 10 percent bid bond is required. Contract duration requires substantial completion within 1,460 consecutive calendar days from Notice to Proceed.
The estimated contract value is $5,000,000 with no minimum guaranteed; the actual value of work orders to be awarded is not fixed. Quotes must remain valid for 60 calendar days after bid closing unless otherwise extended. Funding is partially certified with additional funding subject to councilmatic appropriation; if funds are not appropriated, the unfunded contract portion will terminate automatically without penalty to the City.
A mandatory pre-bid meeting is scheduled for July 22, 2026 at 10:00 AM via Microsoft Teams. Questions are due July 30, 2026 by 5:00 PM EST via the PHL Contracts Q&A tab. Pre-qualification requires submission of a fully executed Consent & Authorization form, completed Questionnaire, and Financial Statement not over six months old through www.PHLContracts.phila.gov. The Questionnaire mandates disclosure of years of experience, largest dollar amounts completed in the prior five years, defaults, terminations, debarment status, criminal convictions, litigation, City tax debts, liens, and City official relationships. All submissions must be marked confidential.
