About this opportunity
Putnam County's Board of County Commissioners is seeking sealed bids for a Blvd. Lift Station Generator project funded through the Florida Division of Emergency Management (FDEM) Hazard Mitigation Grant Program. The project involves constructing a concrete pad, installing a 30kVA backup generator, and installing an automatic transfer switch at a wastewater lift station located at 164 Louis Broer Road in East Palatka. Qualified contractors must have at least three years of business experience and have completed two similar projects, with a mandatory pre-bid meeting held on November 13, 2024. Sealed bids were due on December 11, 2024, at 2:00 PM EST, with a public bid opening immediately following. The project requires a 5% bid bond and will ultimately require a 100% performance and payment bond, with contractors responsible for ensuring all electrical work complies with the Florida Building Code, Florida Department of Environmental Protection guidelines, and contract specifications. Bidders must provide comprehensive insurance coverage, including $1,000,000 in general and automobile liability, and comply with federal regulations such as E-Verify requirements and equal employment opportunity provisions.
Two vendors submitted bids for the project: Accurate Power and Technology, Inc. at $87,456.80 and Zabatt at $163,909.47, with Accurate Power selected as the lowest responsive bidder. The contract is tentatively scheduled from January 14, 2025, to February 27, 2026, with a total project budget of $124,411. While no specific set-aside designations were mentioned, the project is funded through a federal award from FEMA (DR-4486-FL) and requires compliance with Davis-Bacon wage standards. Other potential vendors like Cummins, Gen Serve, Mid Florida Diesel, NV5, RCM Utilities, and Ring Power did not submit bids. The existing infrastructure includes a wastewater lift station with 15 HP, 480V, 3-phase pumps, and the new generator must provide a minimum 24-hour run time with a 150-gallon fuel tank. The project involves hardwiring the generator to the existing control panel, with a one-year minimum maintenance and warranty requirement. The intent to award was issued on December 16, 2024, with a protest period ending on December 19, 2024, at 4:00 PM EST.
